峨眉山黃灣接待區(qū)旅游地產(chǎn)開(kāi)發(fā)強(qiáng)度控制探索

【摘要】:旅游地產(chǎn)是二十世紀(jì)末興起的依托旅游資源進(jìn)行的房地產(chǎn)開(kāi)發(fā)活動(dòng),綜合了度假、休閑、居住、商業(yè)、服務(wù)等多種功能,相比較常態(tài)的住宅開(kāi)發(fā)具有更高的關(guān)聯(lián)性、敏感性和品質(zhì)要求,在當(dāng)前旅游業(yè)蓬勃發(fā)展及地域開(kāi)發(fā)多樣化的背景下具有迅猛的前進(jìn)勢(shì)頭。然而根據(jù)現(xiàn)有的開(kāi)發(fā)經(jīng)驗(yàn),由于缺乏對(duì)市場(chǎng)及環(huán)境等方面的充分考慮,導(dǎo)致了對(duì)開(kāi)發(fā)強(qiáng)度的不合理判斷,,使得旅游地產(chǎn)興盛的背后也存在許多問(wèn)題,直接影響到項(xiàng)目運(yùn)行的可持續(xù)性。因此,進(jìn)行合理的開(kāi)發(fā)控制引導(dǎo)、明確相關(guān)的工作內(nèi)容及思路體系在近年來(lái)成為學(xué)術(shù)界關(guān)注的重點(diǎn)。 峨眉山風(fēng)景區(qū)黃灣接待區(qū)屬度假接待性質(zhì)的旅游地產(chǎn)開(kāi)發(fā),其開(kāi)發(fā)強(qiáng)度直接決定著資源環(huán)境與建設(shè)活動(dòng)的相互作用關(guān)系,并且直觀反映著整個(gè)風(fēng)景區(qū)的接待容量,是完善峨眉山風(fēng)景區(qū)旅游服務(wù)系統(tǒng)的重要環(huán)節(jié)。因此,對(duì)開(kāi)發(fā)強(qiáng)度進(jìn)行控制對(duì)接待區(qū)本身及整個(gè)景區(qū)都具有積極的現(xiàn)實(shí)意義。本研究結(jié)合實(shí)踐項(xiàng)目,以環(huán)境適載及可持續(xù)的開(kāi)發(fā)理念為戰(zhàn)略背景,通過(guò)對(duì)旅游地產(chǎn)開(kāi)發(fā)強(qiáng)度控制體系進(jìn)行探索,對(duì)控制思路、內(nèi)容及方法進(jìn)行整理。 經(jīng)過(guò)一定的工作積累和理論研究,將一般城市開(kāi)發(fā)強(qiáng)度控制體系同風(fēng)景區(qū)規(guī)劃、接待區(qū)控規(guī)編制工作及旅游地產(chǎn)的特點(diǎn)結(jié)合起來(lái),從組織架構(gòu)、內(nèi)容擴(kuò)展、適用要求三方面共同形成系統(tǒng),科學(xué)合理的運(yùn)用控規(guī)工作經(jīng)驗(yàn)和技術(shù)方法實(shí)現(xiàn)對(duì)旅游地產(chǎn)開(kāi)發(fā)強(qiáng)度的有效控制。具體的展開(kāi)過(guò)程強(qiáng)調(diào)“宏觀——中觀——微觀”的層次結(jié)構(gòu),各層面制定不同的控制目標(biāo)、內(nèi)容、研究方法,結(jié)合規(guī)劃需求及經(jīng)濟(jì)、環(huán)境可持續(xù)發(fā)展背景,將控制目標(biāo)逐層細(xì)化,確保整個(gè)體系的清晰性。通過(guò)探索,得出開(kāi)發(fā)強(qiáng)度等級(jí)分區(qū)的評(píng)價(jià)結(jié)果,以此確定具體地塊的控制指標(biāo),同時(shí)從管理角度出發(fā)提出相關(guān)的管控建議。雖然整個(gè)研究過(guò)程具有一定的理想性,但所得成果對(duì)于梳理旅游地產(chǎn)開(kāi)發(fā)的相關(guān)知識(shí)、確保開(kāi)發(fā)質(zhì)量及土地合理利用、指引旅游地產(chǎn)開(kāi)發(fā)規(guī)劃具有一定作用。相信隨著更多的探索和實(shí)踐,過(guò)去存在的不合理開(kāi)發(fā)現(xiàn)象將得到緩解和治理,實(shí)現(xiàn)多方受益、永續(xù)開(kāi)發(fā)的良好局面。
[Abstract]:Tourism real estate is a kind of real estate development activity based on tourism resources, which is developed at the end of the 20th century. It integrates the functions of vacation, leisure, residence, commerce, service and so on, and has a higher correlation than the normal residential development. The sensitivity and quality requirements of the tourism industry in the context of rapid development and diversification of regional development has a rapid momentum of progress. However, according to the existing development experience, due to the lack of adequate consideration of the market and environment, it leads to unreasonable judgment of the development intensity, and there are many problems behind the prosperity of tourism real estate. It has a direct impact on the sustainability of the project. Therefore, reasonable development control guidance, clear related work content and train of thought system has become the focus of academic attention in recent years. The Huangwan reception area of Emei Mountain Scenic area is a kind of tourist real estate development with the nature of holiday reception. Its development intensity directly determines the interaction between resources and environment and construction activities, and directly reflects the reception capacity of the whole scenic area. It is an important link to perfect the tourism service system of Emei Mountain Scenic spot. Therefore, the control of the development intensity has positive practical significance for the reception area itself and the whole scenic area. This study combines the practice project, takes the environment suitable and the sustainable development idea as the strategic background, through carries on the exploration to the tourism real estate development intensity control system, carries on the arrangement to the control thought, the content and the method. After a certain amount of work accumulation and theoretical research, the general urban development intensity control system is combined with the characteristics of scenic area planning, reception area control planning and tourism real estate, and the organizational structure and content are expanded. The application requires three aspects to form a system together, scientific and reasonable use of control and regulation work experience and technical methods to achieve effective control of the intensity of tourism real estate development. The concrete development process emphasizes the hierarchical structure of "macro- meso-micro", sets different control objectives, contents, research methods, combines planning needs and economic, environment sustainable development background, The control goal is refined layer by layer to ensure the clarity of the whole system. Through the exploration, the evaluation result of the development intensity grade partition is obtained, and the control index of the concrete land block is determined. At the same time, the relevant management and control suggestions are put forward from the management point of view. Although the whole research process has a certain degree of ideality, the obtained results have a certain role in combing the relevant knowledge of tourism real estate development, ensuring the development quality and rational use of land, and guiding the tourism real estate development planning. It is believed that with more exploration and practice, the phenomenon of unreasonable exploitation in the past will be alleviated and managed, and a good situation of sustainable development will be realized.
