【摘要】:近年來(lái),我國(guó)房地產(chǎn)經(jīng)濟(jì)快速發(fā)展,土地出讓金收入持續(xù)增長(zhǎng),所占財(cái)政收入比例逐年增加。伴隨而來(lái)的是建設(shè)用地使用權(quán)出讓量快速增長(zhǎng)。因此,如何評(píng)估建設(shè)用地使用權(quán)出讓價(jià)格,合理保護(hù)國(guó)有資產(chǎn)顯得尤為突出。 大連長(zhǎng)興島臨港工業(yè)區(qū)處于快速發(fā)展的關(guān)鍵時(shí)期,合理進(jìn)行建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估即有助于財(cái)政收入的增加,又有利于區(qū)域長(zhǎng)遠(yuǎn)規(guī)劃發(fā)展。在進(jìn)行建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估的過(guò)程中發(fā)現(xiàn)理論和實(shí)踐方面均有不完善的地方,因此對(duì)建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估現(xiàn)狀進(jìn)行分析,提出改進(jìn)建議,進(jìn)而合理的確定建設(shè)用地使用權(quán)出讓價(jià)格。 大連長(zhǎng)興島臨港工業(yè)區(qū)是國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)、遼寧省綜合改革試驗(yàn)區(qū),在眾多先導(dǎo)區(qū)中有具有較強(qiáng)的代表性,并且其發(fā)展歷程較短,采用了一系列先進(jìn)的運(yùn)行機(jī)制和管理辦法,研究其建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估管理的問(wèn)題,具有較高的理論價(jià)值和實(shí)際意義,可為其他先導(dǎo)區(qū)的建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估管理工作提供參考依據(jù)。 本文在依據(jù)現(xiàn)行建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估方法和相關(guān)研究成果的基礎(chǔ)上,結(jié)合了在大連長(zhǎng)興島臨港工業(yè)區(qū)的工作經(jīng)歷,總結(jié)了存在于建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估管理工作中的主要問(wèn)題,對(duì)建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估相關(guān)內(nèi)容進(jìn)行了全面的分析和研究,參考了先進(jìn)的理論基礎(chǔ)和技術(shù)方法,并運(yùn)用實(shí)例進(jìn)行了論證,針對(duì)所發(fā)現(xiàn)的問(wèn)題,從理論、制度和實(shí)際等多方面提出了改進(jìn)建議,對(duì)提高建設(shè)用地使用權(quán)出讓價(jià)格評(píng)估水平,進(jìn)而合理確定建設(shè)用地使用權(quán)出讓價(jià)格起到積極促進(jìn)的作用。
[Abstract]:In recent years, with the rapid development of real estate economy in our country, the revenue of land sale has been increasing continuously, and the proportion of revenue has increased year by year. Accompanied by the construction land use right to transfer the volume of rapid growth. Therefore, how to evaluate the transfer price of construction land use right and protect state-owned assets is particularly prominent. Dalian Changxing Island Port Industrial Zone is in a critical period of rapid development. Reasonable evaluation of the transfer price of the right to use construction land is not only conducive to the increase of financial revenue, but also conducive to the long-term planning of the region. In the process of price evaluation of the transfer of construction land use right, it is found that there are some imperfections in theory and practice, so the present situation of price evaluation of construction land use right transfer is analyzed, and suggestions for improvement are put forward. And then reasonably determine the transfer price of the right to use construction land. Dalian Changxing Island Lingang Industrial Zone is a state-level economic and technological development zone, Liaoning Province comprehensive reform experimental area, in many pilot areas have a strong representative, and its development process is relatively short. A series of advanced operation mechanism and management methods are adopted to study the issue of price evaluation and management of the transfer of the right to use the construction land, which has high theoretical value and practical significance. It can provide reference basis for the price evaluation and management of the transfer of the right to use the construction land in other pilot areas. On the basis of the current price evaluation method and related research results, this paper combines the working experience in Dalian Changxing Island Port Industrial Zone. This paper summarizes the main problems existing in the price evaluation and management of the transfer of the right to the use of construction land, makes a comprehensive analysis and study on the relevant contents of the price evaluation of the transfer of the right to use the construction land, and refers to the advanced theoretical basis and technical methods. In the light of the problems found, some suggestions are put forward to improve the price of the right to use the construction land, such as theory, system and practice, in order to improve the price evaluation of the transfer of the right to use the construction land. Then reasonable determination of construction land use right transfer price play an active role in promoting.
