【摘要】："十二五"規(guī)劃以來,我國(guó)城鎮(zhèn)化進(jìn)程加速推進(jìn),房地產(chǎn)市場(chǎng)迅速發(fā)展,期間經(jīng)歷了多輪房地產(chǎn)調(diào)控。隨著政府對(duì)房地產(chǎn)市場(chǎng)發(fā)展規(guī)律認(rèn)識(shí)程度的不斷提高,房地產(chǎn)調(diào)控政策不斷演進(jìn),政策內(nèi)容更全面,目標(biāo)更清晰,任務(wù)更明確。本文通過對(duì)"十二五"規(guī)劃以來我國(guó)房地產(chǎn)調(diào)控政策進(jìn)行分析和對(duì)比,歸納出不同時(shí)期的政策特點(diǎn),并在此基礎(chǔ)上提出在未來的房地產(chǎn)調(diào)控中應(yīng)注重妥善處理政府與市場(chǎng)、中央利益與地方利益、房地產(chǎn)行業(yè)發(fā)展與國(guó)民經(jīng)濟(jì)發(fā)展、住房市場(chǎng)商品化與住房保障四種關(guān)系。
[Abstract]:Since the 12th Five-Year Plan, the process of urbanization in China has been accelerated and the real estate market has developed rapidly, which has experienced many rounds of real estate regulation and control. With the improvement of the government's understanding of the law of the development of the real estate market, the policy of real estate regulation and control is evolving, with more comprehensive contents, clearer objectives and clearer tasks. Based on the analysis and comparison of China's real estate regulation and control policies since the 12th Five-Year Plan, this paper sums up the characteristics of the policies in different periods, and puts forward that the government and the market should be properly handled in the future real estate regulation and control. There are four relationships between central and local interests, real estate industry development and national economy development, housing market commercialization and housing security.
