【摘要】：廣州市作為珠三角綠道建設(shè)的先河，已成為其他城市綠道建設(shè)學(xué)習(xí)的示范基地，量化評(píng)估廣州綠道建設(shè)的生態(tài)效應(yīng)、環(huán)境效應(yīng)、社會(huì)效應(yīng)經(jīng)濟(jì)效益等方面成效，既對(duì)地方政府公共項(xiàng)目績效評(píng)估的具有理論意義，同時(shí)也對(duì)珠三角綠道網(wǎng)規(guī)劃建設(shè)決策提供科學(xué)依據(jù)具有現(xiàn)實(shí)意義。 通過評(píng)估分析，得到如下結(jié)論： （1）在生態(tài)效益方面，廣州市的綠道工程，一方面改善了交通出行方式，一年可以減少碳排放248萬噸，相當(dāng)于每年增加2.42個(gè)白云山公園。91%的廣州市民同意綠道網(wǎng)有助于人們選擇綠色出行，減少碳排放量的功能。同時(shí)，綠道的建設(shè)增加了城市綠地面積，大面積提升了負(fù)離子含量，綠道產(chǎn)氧氣量達(dá)443340t，價(jià)值量約13.30億元，城市綠地空氣負(fù)離子濃度平均為426個(gè)/cm3，，對(duì)于提高廣州市的空氣質(zhì)量和緩解城市病有重要意義。 在調(diào)節(jié)溫濕度，緩解熱島效應(yīng)上，廣州綠道系統(tǒng)有著極大的貢獻(xiàn)，按每年按2個(gè)月使用空調(diào)計(jì)算，每年可為廣州市民節(jié)約空調(diào)費(fèi)用232億元。綠道植物大量吸收空氣中的CO2，削減溫室效應(yīng)，并能滯留空氣中的塵埃，進(jìn)一步抑制升溫，大大緩解了城市中心區(qū)的“熱島效應(yīng)”。此外，在除塵降噪、吸收有毒氣體和保護(hù)生物多樣性上，廣州市綠道工程亦取得巨大效益。 （2）在環(huán)境效益方面，通過研究表明，廣州市綠道工程具有巨大的環(huán)境效益，主要體現(xiàn)在美化視覺感受，提升景觀價(jià)值；增加開敞空間，完善休閑環(huán)境；改善自然環(huán)境，提升居住條件，優(yōu)化人居環(huán)境；防火抗災(zāi)，防風(fēng)固沙等方面，極大改善著城市的人居環(huán)境。 綠道也起到了改善空氣質(zhì)量、降低噪音、調(diào)節(jié)小氣候等作用，網(wǎng)上問卷調(diào)查表明95%以上的廣州市民感覺空氣質(zhì)量明顯改善，20%左右的市民感覺到水源、噪聲、光等生態(tài)環(huán)境改善。 綠道建設(shè)完善了其沿線各村的道路、基礎(chǔ)設(shè)施和各項(xiàng)服務(wù)設(shè)施，改善沿線居民的人居環(huán)境，通過沿線村的實(shí)地調(diào)查，表明綠道不僅改善了村的交通條件，而且加強(qiáng)了堤圍等水利設(shè)施建設(shè)，部分村借綠道建設(shè)增加了休閑公園和廣場(chǎng)等活動(dòng)場(chǎng)所。 （3）在社會(huì)效益方面，綠道建設(shè)提升了廣州市作為健康休閑的生態(tài)宜居城市的城市形象，問卷分析表明，游客對(duì)廣州市城市形象評(píng)價(jià)由體驗(yàn)綠道前的72分上升為體驗(yàn)后85分，網(wǎng)上問卷調(diào)查表明76%的廣州市民認(rèn)為綠道建設(shè)提升了廣州的城市形象，95%廣州市民表示大力支持綠道建設(shè)，“廣州綠道”也成為互聯(lián)網(wǎng)中與廣州相關(guān)的被關(guān)注讀很高的重要新聞標(biāo)題。 同時(shí)，綠道亦是文化的載體，在推動(dòng)科普教育和宣傳廣東文化方面，有著積極的影響。一方面，綠道增加了城市的休閑空間，引領(lǐng)健康的生活方式；另一方面，它能優(yōu)化居住環(huán)境，構(gòu)建宜居城市，促進(jìn)人際交流，和諧社會(huì)關(guān)系。這些環(huán)境的改善，反過來，又能增加廣州的魅力和城市對(duì)人才的吸引力，促進(jìn)人才交流，進(jìn)而推動(dòng)經(jīng)濟(jì)發(fā)展和城鄉(xiāng)一體化進(jìn)程，助力新型城鎮(zhèn)化建設(shè)。 （4）經(jīng)濟(jì)效益方面，研究結(jié)果表明，廣州市綠道建設(shè)具有可觀的總體經(jīng)濟(jì)價(jià)值，估算每年可產(chǎn)生經(jīng)濟(jì)價(jià)值15.5億元。在此基礎(chǔ)上，能形成旅游、體育、教育、文化等綜合綠道經(jīng)濟(jì)產(chǎn)業(yè)鏈，使綠道網(wǎng)成為廣州的又一張發(fā)展“王牌”。同時(shí)，綠道的建成，對(duì)綠地周邊土地價(jià)值有顯著的提升作用，“綠道”，成為大多房地產(chǎn)的宣傳語。 在增加農(nóng)村就業(yè)方面，綠道則通過直接就業(yè)效應(yīng)，如綠道建成后管理維護(hù)工作而增加的就業(yè)崗位和就業(yè)人數(shù)，以及間接就業(yè)效應(yīng)，如旅游業(yè)以及與旅游相關(guān)的服務(wù)業(yè)體現(xiàn)，據(jù)估算每年增加直接就業(yè)崗位966個(gè)，極大促進(jìn)鄉(xiāng)村旅游開發(fā)和城鄉(xiāng)經(jīng)濟(jì)交流。
[Abstract]:Guangzhou City, as the pioneer of the construction of the Pearl River Delta Green Road, has become a demonstration base for the construction of other urban green road construction, quantifying the ecological effect, environmental effect and social effect economic benefit of the construction of Guangzhou Green Road, which not only has theoretical significance to the performance evaluation of local government public projects, but also to the Pearl River Delta green road network. It is of practical significance to provide scientific basis for decision making.
Through the evaluation and analysis, the following conclusions are obtained.
(1) in terms of ecological benefits, Guangzhou's green road project, on the one hand, improved the mode of transportation, reduced carbon emissions by 2 million 480 thousand tons a year, and the Guangzhou citizens of the Baiyun Mountain Park.91% per year agreed that green road network would help people to choose green travel and reduce carbon emissions. At the same time, the construction of Greenway increased the city. The urban green area has increased the content of negative ions in large area. The oxygen gas production of green channel is 443340t, the value is about 1 billion 330 million yuan, and the average concentration of air negative ion in urban green space is 426 /cm3, which is of great significance for improving the air quality of Guangzhou and alleviating urban disease.
In adjusting the temperature and humidity and alleviating the heat island effect, the Guangzhou green road system has a great contribution. According to the 2 month air conditioning calculation, the cost of air conditioning can be saved by 23 billion 200 million yuan per year for the citizens of Guangzhou. The green road plants absorb CO2 in the air, reduce the greenhouse effect, and keep the dust in the air, further restrain the heating and greatly alleviate the temperature. In addition, in the central area of Guangzhou, the greenway project has also achieved great benefits in terms of dust removal, noise reduction, absorption of toxic gases and protection of biodiversity.
(2) in environmental benefits, through research, it shows that Guangzhou green road project has great environmental benefits, which is mainly reflected in beautifying visual feelings, improving landscape value, increasing open space, improving leisure environment, improving natural environment, improving living conditions, optimizing human living environment, fire resistance, wind resistance and sand fixation, and so on. The living environment of the city.
The greenway also played a role in improving air quality, reducing noise and regulating the microclimate. An online questionnaire survey showed that more than 95% of Guangzhou residents felt a significant improvement in air quality, and about 20% of the citizens felt water, noise, and light, and so on.
The green road construction has improved the roads, infrastructure and various service facilities along the line, improved the living environment of the residents along the line, and through the field investigation along the village along the line, it showed that the green road not only improved the traffic conditions of the village, but also strengthened the construction of the water conservancy facilities such as the embankment, and some villages had increased the leisure park and the square by the construction of the green road. (3) in terms of social benefits, green road construction promoted the city image of Guangzhou as a healthy and leisure ecological livable city. The questionnaire analysis showed that tourists' evaluation of city image of Guangzhou city rose from 72 points before experience green road to 85 points, and online questionnaire survey showed that 76% of Guangzhou citizens thought the construction of green road promoted Guangzhou's city. At the same time, the green road is also a carrier of culture. It has a positive impact on promoting popular science education and promoting the culture of Guangdong. On the one hand, the green road increases the leisure space of the city and leads a healthy lifestyle. On the other hand, it can optimize the living environment, build a livable city, promote interpersonal communication and harmonious social relations. In turn, it can increase the charm of Guangzhou and the attraction of cities to talents, promote the exchange of talents, and then promote the process of economic development and urban and rural integration, and help the construction of a new type of urbanization.
(4) in terms of economic benefits, the results of the study show that the Guangzhou green road construction has a considerable overall economic value and an estimated economic value of 1 billion 550 million yuan per year. On this basis, it can form a comprehensive Green Road Economic Industrial Chain of tourism, sports, education and culture, making the green road network a further development "trump card" in Guangzhou. The green road has become a popular slogan for most real estate.
