【摘要】：隨著近年來經(jīng)濟的快速發(fā)展,城市化、城鎮(zhèn)化建設(shè)迅速推進,城市土地、城鎮(zhèn)土地資源的流轉(zhuǎn)速度加快,用地需求不斷發(fā)生深刻變化,為滿足土地管理流程透明化、科學化和國土部門度土地資源管理工作的需要,迫切需要建立土地資源綜合業(yè)務管理系統(tǒng),以適應科學化、規(guī)范化、透明化管理土地流轉(zhuǎn)。以城鎮(zhèn)地籍管理數(shù)據(jù)庫為基礎(chǔ),實現(xiàn)全局土地業(yè)務全過程、全覆蓋式管理,包括從土地利用總體規(guī)劃、土地征收、土地供應--出讓或轉(zhuǎn)用及土地收購儲備、土地登記發(fā)證、土地執(zhí)法監(jiān)察等,實現(xiàn)對外窗口服務與內(nèi)部審批辦公一體化的公共業(yè)務處理平臺。在該地籍管理信息系統(tǒng)開發(fā)時,主要以J2EE開發(fā)平臺,采用MVC模式來實現(xiàn),結(jié)合Struts框架。系統(tǒng)主要包括土地登記、地籍調(diào)查、統(tǒng)計管理、地籍檔案管理、統(tǒng)計查詢5大模塊,通過此5大模塊,實現(xiàn)整個一體化聯(lián)動機制的分析準確,查管互動,加強管理高效運轉(zhuǎn)與有效銜接。另外對于系統(tǒng)的大部分用戶來說都不是計算機專業(yè)人員,所以使用Extjs技術(shù)提高系統(tǒng)的交互性,讓用戶操作更加方便。因此本文利用軟件項目管理的理論和方法體系去分析規(guī)劃和設(shè)計實現(xiàn)并建立一套現(xiàn)代化的納稅評估地籍管理系統(tǒng),借助于科學的技術(shù)手段和方法,對地籍信息的采集加工分析和處理,以計算機現(xiàn)代化手段為依托,智能化分析為手段,才能充分有效發(fā)揮地籍管理系統(tǒng)的特有功能。
[Abstract]:With the rapid development of economy in recent years, urbanization and urbanization, the speed of urban land and urban land resources circulation is speeding up, and the demand for land is constantly changing. In order to satisfy the transparency of land management process, In order to adapt to the scientific, standardized and transparent management of land circulation, it is urgent to establish a comprehensive management system for land resources management in order to meet the needs of scientific and land resources management. On the basis of urban cadastral management database, the whole process of global land business is realized, which includes land use master plan, land expropriation, land supply-transfer or conversion, land acquisition and storage, land registration and issuance, Land law enforcement and supervision, the implementation of external window service and internal examination and approval office integration of public business processing platform. In the development of the cadastral management information system, the main development platform is J2EE, the MVC model is adopted, and the framework of Struts is combined. The system mainly includes five modules: land registration, cadastral investigation, statistical management, cadastral file management and statistical inquiry. Through these five modules, the whole integrated linkage mechanism can be analyzed accurately and interactively. Strengthen management and efficient operation and effective linkage. In addition, most users of the system are not computer professionals, so the use of Extjs technology to improve the interaction of the system, making users more convenient to operate. Therefore, this paper uses the theory and method system of software project management to analyze, design, realize and establish a modern tax assessment cadastral management system, with the aid of scientific technical means and methods. Only by means of computer modernization and intelligent analysis can the special function of cadastral management system be brought into full play.
