我國二手房信息共享系統(tǒng)構(gòu)建與運(yùn)行機(jī)制研究

【摘要】:二手房買賣市場(chǎng)作為房地產(chǎn)市場(chǎng)的重要組成部分,在帶動(dòng)國民經(jīng)濟(jì)、促進(jìn)住房梯級(jí)消費(fèi)多樣化以及保障居民住房需求等方面具有舉足輕重的地位。近年來,我國二手房成交量隨著房地產(chǎn)增量市場(chǎng)的快速發(fā)展而迅速增加,從而促進(jìn)了二手房市場(chǎng)的快速發(fā)展,但是也帶來了諸多問題,比如信用缺失和違規(guī)操作,行業(yè)管理模式和代理制度等弊端也逐漸顯現(xiàn)出來。與此同時(shí),我國的信息非共享制度已經(jīng)嚴(yán)重阻礙了二手房市場(chǎng)的健康發(fā)展,損害了房地產(chǎn)經(jīng)紀(jì)人和二手房交易者的利益,極大地降低了二手房買賣市場(chǎng)的效率。為保證二手房市場(chǎng)信息來源和傳播渠道的通暢,促使房地產(chǎn)經(jīng)紀(jì)行業(yè)健康發(fā)展,規(guī)范市場(chǎng)參與者的行為,建立我國二手房市場(chǎng)信息共享系統(tǒng)及其運(yùn)行機(jī)制至關(guān)重要。 在這種行業(yè)背景下,本研究首先對(duì)中美兩國的房地產(chǎn)經(jīng)紀(jì)業(yè)現(xiàn)狀進(jìn)行對(duì)比分析,從法律法規(guī)、行業(yè)監(jiān)管、經(jīng)紀(jì)關(guān)系、誠信問題、傭金收取等幾個(gè)方面指出美國房地產(chǎn)經(jīng)紀(jì)管理對(duì)我國的啟示,為后文的系統(tǒng)運(yùn)行機(jī)制的建立做鋪墊;其次分別對(duì)中美兩國現(xiàn)有的二手房信息共享系統(tǒng)進(jìn)行分析,并指出其優(yōu)勢(shì)和劣勢(shì),分析我國二手房市場(chǎng)信息共享存在的問題,為后文的系統(tǒng)構(gòu)建作借鑒;然后文章基于房地產(chǎn)經(jīng)紀(jì)人與二手房交易者雙贏的理念,進(jìn)行二手房信息共享系統(tǒng)的構(gòu)建,包括構(gòu)建分析、構(gòu)建思路、功能模塊設(shè)計(jì)、系統(tǒng)工作流程、系統(tǒng)結(jié)構(gòu)和層次、系統(tǒng)網(wǎng)絡(luò)構(gòu)成、數(shù)據(jù)庫的選擇以及信息安全技術(shù);最后為輔助系統(tǒng)正常運(yùn)行進(jìn)行運(yùn)行機(jī)制的研究,針對(duì)前文國外先進(jìn)管理經(jīng)驗(yàn)的啟示和我國房地產(chǎn)經(jīng)紀(jì)業(yè)的現(xiàn)狀,提出行業(yè)管理機(jī)制、行業(yè)機(jī)制以及配套機(jī)制的構(gòu)建。該系統(tǒng)的構(gòu)建和運(yùn)行機(jī)制的研究能提高二手房市場(chǎng)的效率,對(duì)促進(jìn)我國二手房市場(chǎng)的健康發(fā)展具有重要意義。
[Abstract]:As an important part of the real estate market, the second-hand housing market plays an important role in driving the national economy, promoting the diversification of housing ladder consumption and ensuring the housing demand of residents.In recent years, with the rapid development of the incremental real estate market, the turnover of second-hand housing in China has increased rapidly, thus promoting the rapid development of the second-hand housing market, but it has also brought many problems, such as lack of credit and illegal operation.The malpractice of industry management mode and agency system also appears gradually.At the same time, the information non-sharing system has seriously hindered the healthy development of the second-hand housing market, damaged the interests of real estate agents and second-hand house traders, and greatly reduced the efficiency of the second-hand housing market.In order to ensure the unobstructed information sources and communication channels of the second-hand housing market, promote the healthy development of the real estate brokerage industry, standardize the behavior of market participants, and establish the information sharing system and its operating mechanism of the second-hand housing market in our country, it is of great importance.Under the background of this industry, this study firstly makes a comparative analysis of the current situation of the real estate brokerage industry in China and the United States, from the laws and regulations, industry supervision, brokerage relationship, integrity issues.The commission collection and other aspects point out the enlightenment of American real estate brokerage management to our country, and pave the way for the establishment of the system operation mechanism. Secondly, the paper analyzes the existing information sharing system of second-hand housing in China and the United States.It also points out its advantages and disadvantages, analyzes the problems existing in the information sharing of the second-hand housing market in our country, and draws lessons for the later system construction, and then based on the concept of win-win situation between the real estate broker and the second-hand house trader,Second hand housing information sharing system construction, including construction analysis, construction ideas, function module design, system workflow, system structure and level, system network composition, database selection and information security technology;Finally, in order to study the operation mechanism of the auxiliary system in normal operation, aiming at the enlightenment of the foreign advanced management experience and the present situation of the real estate brokerage industry in our country, the paper puts forward the construction of the industry management mechanism, the industry mechanism and the supporting mechanism.The construction of the system and the study of the operating mechanism can improve the efficiency of the second-hand housing market and play an important role in promoting the healthy development of the second-hand housing market in China.
