【摘要】:1990年國務(wù)院頒布55號令,即《中華人民共和國城鎮(zhèn)土地使用權(quán)出讓和轉(zhuǎn)讓暫行條例》,標志著我國房地產(chǎn)行業(yè)進入快速發(fā)展階段。我國房地市場總體發(fā)展時間不長,,并且與其他國家的發(fā)展模式也不盡相同。世界發(fā)達國家在經(jīng)歷了長期的發(fā)展過程后才形成了今天比較完善的房地產(chǎn)市場,而我國的房地產(chǎn)市場發(fā)展則伴隨著我國經(jīng)濟的快速發(fā)展和經(jīng)濟體制的轉(zhuǎn)軌。然而,我國的房地產(chǎn)市場在快速發(fā)展的過程中出現(xiàn)了較多問題。因此,房地產(chǎn)調(diào)控政策在支持房地產(chǎn)市場發(fā)展、改善民生、平抑房價、促進國民經(jīng)濟健康發(fā)展等方面應(yīng)當發(fā)揮積極作用。政府作為房地產(chǎn)調(diào)控的主體,應(yīng)當擔負起保障房地產(chǎn)市場平穩(wěn)發(fā)展的責任。本文以房地產(chǎn)宏觀調(diào)控政策為研究對象,采用理論分析與實證分析相結(jié)合的研究方法,并結(jié)合我國房地產(chǎn)行業(yè)特征以及我國目前對于房地產(chǎn)市場在宏觀調(diào)控戰(zhàn)略部署下的需求情況,研究我國房地產(chǎn)市場在國家宏觀調(diào)控政策的運行過程,探討政府在房地產(chǎn)調(diào)控中的責任。 本文共分為五部分,第一部分為緒論,介紹了文章選題的背景、意義、相關(guān)文獻綜述及研究框架;第二部分對房地產(chǎn)調(diào)控政策的理論基礎(chǔ)進行了分析;第三部分分析了國外一些國家房地產(chǎn)調(diào)控的措施和經(jīng)驗,對我國房地產(chǎn)調(diào)控的歷史進行了總結(jié)和分析,并對我國房地產(chǎn)發(fā)展和調(diào)控所存在的不確定性進行了梳理;第四部分探討了我國房地產(chǎn)調(diào)控中政府責任的實現(xiàn)路徑;第五部分為結(jié)論部分。
[Abstract]:In 1990 the State Council issued 55 orders, namely "People's Republic of China urban land use right transfer and transfer of the Provisional Regulations", marking China's real estate industry has entered a rapid development stage. The time the overall market development of China's real estate is not long, and the mode of development in other countries are not the same. The developed countries in the world has experienced a long development process before the formation of today's real estate market is relatively perfect, but our country real estate market development is accompanied by the transition of China's rapid economic development and the economic system. However, the real estate market of our country there are many problems in the process of rapid development. Therefore, the real estate control policies in support of the development of the real estate market, improve people's livelihood, stabilize prices, promote the healthy development of national economy should play a positive role. As a main body of real estate regulation of the government, should assume low-income housing. Production and stable development of the market responsibility. Based on the real estate macro-control policy as the research object, using the research methods of combining theoretical analysis and empirical analysis, combined with the characteristics of China's real estate industry and China's current demand for macro-control in the strategic deployment of the real estate market of China's real estate market in operation the process of the national macro-control policy, discuss the responsibility of the government in the real estate regulation.
This paper is divided into five parts, the first part is the introduction, introduces the background, significance, literature review and research framework; analyzed the theoretical foundation of the second part of the regulation on real estate policy; the third part analyzes the measures and experience of some foreign countries, the regulation of real estate, on China's real estate regulation history is summarized and analyzed, and on China's real estate development and regulation of the uncertainties carried out; the fourth part discusses the realization path of government responsibility in China's real estate regulation; the fifth part is conclusion.
