公租房建設(shè)資金來源渠道研究

【摘要】:隨著市場配置和政府保障相結(jié)合制度的建立,公租房建設(shè)對完善保障性住房體制、優(yōu)化房地產(chǎn)資源配置具有戰(zhàn)略性舉措。但是籌入的資金不足、來源渠道單一、融資效率低已成為目前我國公租房建設(shè)發(fā)展的瓶頸,它所導(dǎo)致的公租房建設(shè)進(jìn)度緩慢、供應(yīng)不足等問題勢必會影響到我國住房保障制度的有效實施,不利于保障我國“夾心層”住房的基本權(quán)利。因此,如何有效地解決公租房建設(shè)的資金問題是促進(jìn)其健康發(fā)展的重要條件。本文主要研究公租房建設(shè)的資金來源渠道問題,探析多元化資金來源渠道及其優(yōu)化組合,為其提供可靠的資金循環(huán)保障,為公租房建設(shè)的資金籌集提供一個思考的方向。主要研究內(nèi)容如下: 第一部分論述了公租房建設(shè)資金的現(xiàn)狀。宏觀上分析了公租房的建設(shè)現(xiàn)狀,并結(jié)合我國公租房供需的非均衡狀態(tài)探討資金問題,微觀上結(jié)合公租房與其他保障性住房和商品房的區(qū)別及其特性,分析公租房建設(shè)的主要資金來源及籌資特點;通過對公租房建設(shè)資金來源和籌資方式的探索與實踐進(jìn)行系統(tǒng)地研究,分析總結(jié)我國公租房籌資存在的主要問題。 第二部分進(jìn)行了公租房建設(shè)資金來源渠道分析。以現(xiàn)代融資理論為基礎(chǔ),采用SWOT方法對公租房建設(shè)貸款、債券、REITs等主要渠道進(jìn)行比較分析,介紹了幾種資金來源渠道各自的優(yōu)勢、存在的問題,目前面臨的外部環(huán)境機(jī)會、威脅;基于對各渠道的對比分析及項目各階段的資金需求探析資金來源渠道的多元化,,形成“財政資金+短期融資+長期融資”的組合渠道籌集資金,分散和化解公租房建設(shè)籌資不足、單一化帶來的金融風(fēng)險。 第三部分論述了多元化組合融資渠道的選擇及措施。結(jié)合融資選擇的原則,利用模糊綜合評價模型評判各資金來源渠道的融資效率,為多元化資金來源渠道的選擇及其優(yōu)化組合提供決策參考,選擇“財政資金+銀行貸款+REITS”組合籌資;通過政策環(huán)境支持、構(gòu)建完善的投融資金融體系、拓展公租房項目收益方式,確保融資還貸渠道穩(wěn)定,打造資金融通與償還循環(huán)鏈,提高我國公租房建設(shè)的融資能力與融資效益。
[Abstract]:With the establishment of the combined system of market allocation and government security, the construction of public rental housing has strategic measures to perfect the affordable housing system and optimize the allocation of real estate resources. The low efficiency of financing has become the bottleneck of the development of public rental housing construction in China, which will inevitably affect the effective implementation of the housing security system. Therefore, how to effectively solve the problem of public rental housing construction is an important condition to promote its healthy development. This paper analyzes the channel of diversified capital source and its optimized combination, provides reliable fund circulation guarantee for it, and provides a thinking direction for raising funds for the construction of public rental housing. The main research contents are as follows:. The first part discusses the current situation of the public rental housing construction funds, macro analysis of the construction of public rental housing status, and combined with the supply and demand of public rental housing supply and demand imbalance state to explore the funding problem. According to the differences and characteristics of public rental housing and other public housing and commercial housing, the paper analyzes the main sources of funds and financing characteristics of public rental housing construction. Through a systematic study of the sources of public rental housing construction funds and the ways of raising funds, this paper analyzes and summarizes the main problems existing in the financing of public rental housing in China. The second part analyzes the sources of public rental housing construction funds. On the basis of modern financing theory, this paper makes a comparative analysis of the main channels, such as public rental housing construction loans, bonds and REITs, using the SWOT method. This paper introduces the advantages, existing problems, opportunities and threats of the external environment, and analyzes the diversification of the sources of funds based on the comparative analysis of each channel and the fund needs of each stage of the project. The formation of "financial funds short-term financing long-term financing" combination channels to raise funds to disperse and resolve the lack of financing for public rental housing construction, the financial risks brought by the simplification. The third part discusses the choice and measures of the diversified combination financing channel, combining the principle of financing choice, using the fuzzy comprehensive evaluation model to evaluate the financing efficiency of the various sources of funds. It provides a decision reference for the choice of diversified sources of funds and their optimal combination, chooses the combination of "Financial Capital Bank loan REITS", and constructs a sound investment and financing financial system through the support of policy environment. In order to improve the financing ability and benefit of the construction of public rental housing in China, we should expand the income mode of public rental housing project, ensure the stability of financing channels, create a circulation chain of financing financing and repayment, and improve the financing efficiency of public rental housing construction in China.
