【摘要】：文章總結(jié)了近年來(lái)中央的房地產(chǎn)調(diào)控政策及政策對(duì)房地產(chǎn)市場(chǎng)的影響,分析了調(diào)控政策的內(nèi)在缺陷及調(diào)控乏力的主要原因。并借鑒了國(guó)外發(fā)達(dá)工業(yè)國(guó)家房地產(chǎn)市場(chǎng)管理的經(jīng)驗(yàn),從法律體系的完善、住房信息系統(tǒng)的建立、科學(xué)的稅制設(shè)計(jì)、有效的住房保障、對(duì)土地和房產(chǎn)閑置的打擊、公眾的參與、資本投資渠道的多元化、城鎮(zhèn)化的方向、小產(chǎn)權(quán)房的解禁等多個(gè)角度對(duì)促進(jìn)中國(guó)房地產(chǎn)市場(chǎng)的健康、可持續(xù)發(fā)展提出了建議。
[Abstract]:This paper summarizes the influence of the central real estate regulation and control policy on the real estate market in recent years, analyzes the inherent defects of the control policy and the main reasons for the weak regulation and control, and draws lessons from the experience of the real estate market management in the developed industrial countries abroad. From the perfection of the legal system, the establishment of the housing information system, the scientific tax system design, the effective housing security, the attack on the idle land and real estate, the participation of the public, the diversification of the capital investment channels, the direction of urbanization, Some suggestions are put forward to promote the healthy and sustainable development of China's real estate market.
