基于綜合業(yè)態(tài)小地塊土地開發(fā)模式研究

【摘要】:土地是國民經(jīng)濟(jì)發(fā)展的基石,提高土地開發(fā)的合理性和高效性,對于促進(jìn)地方政府經(jīng)濟(jì)的發(fā)展尤為重要。在國家層面,各省經(jīng)濟(jì)發(fā)展具有極大的不均衡性;在地方政府層面,城市各區(qū)域經(jīng)濟(jì)發(fā)展也具有一定程度的不均衡性。因此,土地具有一定的“有效稀缺性”。因而我國迫切需要更高效率和更高合理性的土地開發(fā)模式。作者在充分研究國內(nèi)、外土地開發(fā)理論的基礎(chǔ)上,提出了“基于綜合業(yè)態(tài)可分割成若干小地塊的土地開發(fā)模式”。該模式具有能適應(yīng)當(dāng)前國內(nèi)宏觀經(jīng)濟(jì)環(huán)境狀況、房地產(chǎn)發(fā)展?fàn)顩r及充分發(fā)揮土地政策靈活性的特色,很好的解決了中小企業(yè)所急需的具有低容積率和多種業(yè)態(tài)功能的總部經(jīng)濟(jì)性質(zhì)用地難題,為地方政府解決民生和發(fā)展問題提供了經(jīng)濟(jì)基礎(chǔ)。結(jié)合當(dāng)?shù)貙?shí)際情況,從可入駐的業(yè)態(tài)和土地可分割大小出讓入手,對所要開發(fā)土地的區(qū)域位置、周邊環(huán)境、規(guī)劃條件、功能業(yè)態(tài)的適應(yīng)性和土地出讓條件進(jìn)行分析研究,提出了可做綜合業(yè)態(tài)的土地開發(fā)模式的條件和運(yùn)作機(jī)制,并對這種新的土地開發(fā)模式進(jìn)行了經(jīng)濟(jì)評價(jià)分析。作者以翔安區(qū)馬塘山小總部商務(wù)區(qū)土地開發(fā)為具體實(shí)例,從該項(xiàng)目的區(qū)域位置、周邊環(huán)境、土地利用和規(guī)劃條件、土地出讓條件和土地開發(fā)的經(jīng)濟(jì)分析等方面,實(shí)證分析了綜合業(yè)態(tài)的土地開發(fā)模式的實(shí)際運(yùn)用。通過馬塘山小總部商務(wù)區(qū)項(xiàng)目的實(shí)證研究,可以為具有類似開發(fā)條件,為提升土地開發(fā)價(jià)值,促進(jìn)項(xiàng)目的投資建設(shè),地理位置較偏僻,又難以開發(fā)但又急需有成效的土地開發(fā)提出了新的土地開發(fā)模式。
[Abstract]:Land is the cornerstone of national economic development. To improve the rationality and efficiency of land development is particularly important to promote the development of local government economy. Therefore, land has a certain "effective scarcity". Therefore, China urgently needs a more efficient and rational land development model. On the basis of the theory of foreign land development, the paper puts forward a land development model which can be divided into several small plots on the basis of comprehensive operation. The model has the ability to adapt to the current situation of the domestic macroeconomic environment. The development of real estate and the characteristics of giving full play to the flexibility of land policy have solved the problem of land use of headquarters economy, which is badly needed by small and medium-sized enterprises, which has low volume ratio and many kinds of business functions. It provides an economic foundation for local governments to solve livelihood and development problems. According to the actual local conditions, starting with the scalable business form and land divisible size transfer, the regional position, surrounding environment, and planning conditions of the land to be developed are given. The adaptability of functional form and the condition of land transfer are analyzed and studied, and the conditions and operation mechanism of land development mode which can be used in comprehensive operation are put forward. The author takes the land development of the small headquarters of Matang Mountain in Xiangan District as a concrete example from the regional position, surrounding environment, land use and planning conditions of the project. In the aspects of land transfer conditions and economic analysis of land development, this paper empirically analyzes the practical application of the comprehensive land development model. Through the empirical research on the project of Matangshan small headquarters Business District, it is possible to have similar development conditions. In order to improve the value of land development and to promote the investment and construction of the project, a new land development model is put forward, which is difficult to develop, difficult to develop, but badly needed.
