房產(chǎn)價(jià)格穩(wěn)定提高理論與相關(guān)調(diào)控政策研究

【摘要】:近年來我國房地產(chǎn)價(jià)格連年高漲,已經(jīng)明顯超過一般家庭、特別是低收入家庭的承受能力,引發(fā)了一系列社會(huì)問題。房地產(chǎn)作為支柱產(chǎn)業(yè)與國民經(jīng)濟(jì)之間具有復(fù)雜的相互作用,政府對房地產(chǎn)市場的管理與調(diào)控是一項(xiàng)復(fù)雜的系統(tǒng)工程。本課題的目的在于探究房產(chǎn)價(jià)格上漲原因,著重研究政府宏觀調(diào)控對房地產(chǎn)市場的影響,以期通過理論和實(shí)證的研究,為規(guī)范政府調(diào)控、促進(jìn)房地產(chǎn)市場健康發(fā)展和提高居民生活水平提供一種科學(xué)思路。 論文首先從理論背景研究著手,介紹了房產(chǎn)價(jià)格的形成和特點(diǎn),揭示了影響房產(chǎn)價(jià)格的因素。通過房價(jià)收入比和房價(jià)租售比來分析沈陽房產(chǎn)價(jià)格的現(xiàn)狀,指出了沈陽現(xiàn)階段房產(chǎn)價(jià)格是不合理的,并針對房產(chǎn)成本上升、住房供給短缺以及長期需求旺盛等影響房產(chǎn)價(jià)格上漲的因素來進(jìn)行分析,得出我國房價(jià)長期看漲的結(jié)論,引出了房產(chǎn)價(jià)格穩(wěn)定提高理論的重要意義和對策建議。 其次,通過分析房地產(chǎn)市場現(xiàn)階段存在的問題,介紹房地產(chǎn)市場宏觀調(diào)控的機(jī)理,表明了房地產(chǎn)市場宏觀調(diào)控的必要性。緊接著回顧了我國自1998年以來房地產(chǎn)市場的宏觀調(diào)控政策及其效果,揭示了調(diào)控政策存在的問題及原因。 再次,針對我國現(xiàn)階段調(diào)控政策的問題,重點(diǎn)對土地政策、金融政策、稅收政策進(jìn)行深入的研究。介紹了這三種調(diào)控政策的內(nèi)容和主要措施,分析了其對房地產(chǎn)價(jià)格的影響機(jī)制,并指出其存在的問題和改進(jìn)的方向。 最后闡明了我國房地產(chǎn)宏觀調(diào)控應(yīng)該遵循的原則和使用的手段。通過規(guī)范土地調(diào)控政策、健全金融調(diào)控政策和優(yōu)化房地產(chǎn)稅收政策來完善我國房地產(chǎn)市場的宏觀調(diào)控,促使房產(chǎn)價(jià)格穩(wěn)定提高,維持房地產(chǎn)市場的健康發(fā)展。
[Abstract]:In recent years, China's real estate prices in recent years has been rising, significantly more than the ordinary families, especially low-income families bear ability, caused a series of social problems. The real estate as a complex interaction between the pillar industry and the national economy, management and government regulation of the real estate market is a complicated system engineering. The objective of this study is to explore the real estate prices, focuses on the impact of the real estate market macro-control of the government, in order to study through theoretical and empirical stage, in order to regulate the government regulation, the real estate market to promote the healthy development and improve the living standards of residents to provide a scientific way of thinking.
This paper begin with the theoretical background, introduces the formation and characteristics of real estate prices, to reveal the factors influencing real estate prices. The price earnings ratio and price to rent ratio analysis of the status quo of Shenyang real estate prices, real estate prices in Shenyang pointed out that at this stage is not reasonable, and the real estate costs rise, housing supply shortage and long-term factors the strong demand for property prices to carry on the analysis, obtains our country prices long-term bullish conclusion, raises the significance of improving the real estate price stability theory and countermeasures.
Secondly, through the analysis of the existing real estate market at the present stage of the problem, the mechanism of the macro-control of the real estate market, shows the necessity of macro-control of the real estate market. Then review the macro-control policy and its effect in China since 1998, the real estate market, reveals the problems and reasons existing regulatory policies.
Again, according to the present stage of our country control policies, focusing on the land policy, financial policy, in-depth research on the tax policy. This paper introduces the three control policy content and main measures, analyzes the mechanism of the impact on real estate prices, and points out the existing problems and the direction of improvement.
Finally, this paper expounds the principles and means of the Chinese real estate macro-control should follow. Through standardizing the land control policies, macro-control and improve the regulation policy and optimize the real estate tax policy to improve the finance of the real estate market in China, promote the real estate price stability improved, maintaining the healthy development of the real estate market.
