【摘要】:隨著我國人口逐步邁向老齡化,老年人口的比例不斷上升,養(yǎng)老問題日益凸顯。隨著經(jīng)濟的發(fā)展,家庭結(jié)構(gòu)在發(fā)生變化,空巢老人不斷增加,家庭養(yǎng)老功能日益減弱;目前,我國社會養(yǎng)老機制還不完善,養(yǎng)老金存在缺口,養(yǎng)老金水平也比較低,不能滿足老年人的養(yǎng)老需求。尋求一種輔助的養(yǎng)老方式--“以房養(yǎng)老”,對于拓寬養(yǎng)老金渠道來源,緩解養(yǎng)老壓力,提高老人晚年生活品質(zhì),起到一定的幫助作用!耙苑筐B(yǎng)老”有廣義的“以房養(yǎng)老”和狹義的“以房養(yǎng)老”。廣義的“以房養(yǎng)老”包括,售房養(yǎng)老、以租養(yǎng)老、贈予養(yǎng)老等多種形式。狹義的“以房養(yǎng)老”專指住房反向抵押貸款,本文采用狹義的“以房養(yǎng)老”的概念。“以房養(yǎng)老”是將住房與養(yǎng)老兩件大事融合在一起的創(chuàng)新的養(yǎng)老方式,通過這種養(yǎng)老方式,幫助有養(yǎng)老需求卻沒有養(yǎng)老金的困難老人,實現(xiàn)自主養(yǎng)老。國外,“以房養(yǎng)老”發(fā)展已經(jīng)比較成熟,并取得了很好的效果,證明了“以房養(yǎng)老”是一條比較好的養(yǎng)老補充方式。目前,我國的文化、政治、經(jīng)濟、社會等方面存在著諸多制約,“以房養(yǎng)老”仍處于試點探索階段,還沒有在全國范圍內(nèi)展開。本文立足于長春市,結(jié)合長春市的實踐情況,對發(fā)展“以房養(yǎng)老”觀念上、法律政策上、房地產(chǎn)市場上、運作風險上等具體障礙進行分析,并結(jié)合國內(nèi)外“以房養(yǎng)老”的實踐與經(jīng)驗,對長春市發(fā)展“以房養(yǎng)老”面臨的障礙,提出相應的解決對策。同時,期待能夠?qū)θ珖秶鷥?nèi)開展“以房養(yǎng)老”提供一些借鑒作用。
[Abstract]:With the gradual aging of the population in China, the proportion of the elderly population is rising, the old-age problem is increasingly prominent. With the development of the economy, the family structure is changing, and the empty nest elderly are increasing. Family pension function is weakening day by day; At present, China's social pension mechanism is not perfect, pension gaps, pension level is relatively low, can not meet the needs of the elderly. To broaden the sources of pension channels, ease the pressure on the aged, and improve the quality of life of the elderly in old age. Play a certain role in helping. "House old-age" has a broad sense of "to house old-age" and narrow "to house old-age". The broad sense of "housing old-age care" includes, housing old-age care, to rent the old-age pension. In a narrow sense, "providing for the aged by housing" refers to the reverse mortgage of housing. This paper adopts the narrow concept of "providing for the aged by Housing". "providing for the aged by Housing" is an innovative way of providing for the aged, which combines housing with the old-age care. To help the elderly with pension needs but no pension, to achieve independent old-age support. Abroad, "to house endowment" development has been relatively mature, and achieved very good results. At present, there are many constraints in the cultural, political, economic, social and other aspects of our country, "housing endowment" is still in the pilot stage of exploration. This article is based on Changchun City, combined with the practice of Changchun City, the development of "housing endowment" concept, law and policy, the real estate market. This paper analyzes the specific obstacles to the operation risk, and combines the practice and experience of "providing for the aged by Housing" at home and abroad, and puts forward the corresponding solutions to the obstacles faced by the development of Changchun "providing for the aged by Housing". At the same time, the author puts forward the corresponding countermeasures. Looking forward to nationwide development of "housing endowment" to provide some reference role.
