【摘要】:風(fēng)險(xiǎn)對(duì)于任何工程項(xiàng)目來(lái)說(shuō),都是一種客觀存在的范疇。尤其是現(xiàn)代工程項(xiàng)目,已經(jīng)將經(jīng)濟(jì)、技術(shù)以及管理等各項(xiàng)元素有效地融為一體,表現(xiàn)出來(lái)規(guī)模龐大、相關(guān)主體眾多以及和環(huán)境銜接和交流具有極為復(fù)雜的特點(diǎn),決定了建筑工程項(xiàng)目從立項(xiàng)開(kāi)始,就會(huì)面臨眾多的不確定因素,從而決定了這些建筑項(xiàng)目都整體容易出現(xiàn)工期滯后、成本突變以及計(jì)劃修正等管理失控或無(wú)序的現(xiàn)象,從而降低了工程經(jīng)濟(jì)效益水平,甚至?xí)萑胧〉木车。而風(fēng)險(xiǎn)管理的科學(xué)性和有效性,則可以應(yīng)對(duì)上述問(wèn)題,不斷降低項(xiàng)目中的各類(lèi)風(fēng)險(xiǎn)。 本文所開(kāi)展的論述,最先對(duì)風(fēng)險(xiǎn)管理主題的相關(guān)學(xué)術(shù)文獻(xiàn)進(jìn)行了搜集和整理,將風(fēng)險(xiǎn)管理的主要含義和方法都給予了全面的分析,從而將建筑工程項(xiàng)目領(lǐng)域的風(fēng)險(xiǎn)管理所囊括的各項(xiàng)基本內(nèi)容都予以總結(jié)。此后,在完成了理論綜述的情況下,本文引入了天津東麗BH房地產(chǎn)項(xiàng)目作為本文研究的主要案例,主要采取了兩種方法WBS(Work Breakdown Structure)分解法和風(fēng)險(xiǎn)評(píng)價(jià)指數(shù)法RAC(Risk Assessment Code),來(lái)幫助完成了對(duì)案例的風(fēng)險(xiǎn)管理的討論和分析。采取WBS分解法合理地識(shí)別該項(xiàng)目中的各種類(lèi)型的風(fēng)險(xiǎn)因素;采取RAC法構(gòu)建本項(xiàng)目有效的評(píng)價(jià)體系,以便合理地評(píng)價(jià)項(xiàng)目的各項(xiàng)風(fēng)險(xiǎn)因素對(duì)工程建設(shè)產(chǎn)生的重要影響。依據(jù)風(fēng)險(xiǎn)評(píng)價(jià)顯示的結(jié)果,對(duì)該項(xiàng)目產(chǎn)生了重大影響的各個(gè)風(fēng)險(xiǎn)因素,給予了重點(diǎn)防范,本文主要根據(jù)項(xiàng)目自身的特點(diǎn),選擇了風(fēng)險(xiǎn)預(yù)防和風(fēng)險(xiǎn)轉(zhuǎn)移兩種風(fēng)險(xiǎn)管控措施。本文的分析和討論有助于RAC等前沿的管理方法運(yùn)用到房地產(chǎn)建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理中去,具有推動(dòng)房地產(chǎn)領(lǐng)域風(fēng)向管理水平提升的現(xiàn)實(shí)意義。
[Abstract]:Risk is an objective category for any engineering project, especially modern engineering project, which has effectively integrated economy, technology and management into a large scale. There are many related subjects and the connection and communication with the environment has the extremely complex characteristics, which determines the construction project from the beginning, will face many uncertain factors. Therefore, these construction projects are prone to lag in the construction period, sudden change in cost and plan revision and other management out of control or disorder, thus reducing the level of engineering economic benefits. Even fall into the situation of failure. And the scientific and effective risk management, can deal with the above problems, continuously reduce the various risks in the project. The thesis of this paper firstly collects and arranges the relevant academic documents on the subject of risk management, and gives a comprehensive analysis of the main meaning and methods of risk management. Thus, the basic contents of risk management in the field of construction project are summarized. After that, the theoretical review is completed. This paper introduces Tianjin Tori BH real estate project as the main case of this study. Two methods, WBS(Work Breakdown structure decomposition method and risk evaluation index method, are adopted. Risk Assessment Code. To help complete the discussion and analysis of the case risk management. The WBS decomposition method is adopted to reasonably identify the various types of risk factors in the project; The effective evaluation system of this project is constructed by adopting RAC method in order to evaluate the important influence of various risk factors of the project on the construction of the project reasonably and according to the results of the risk evaluation. To the project has produced the major influence each risk factor, has given the key guard, this article mainly according to the project own characteristic. Risk prevention and risk transfer risk control measures are selected. The analysis and discussion of this paper is helpful to the application of RAC and other cutting-edge management methods to real estate construction project risk management. It is of practical significance to promote the management level of wind direction in real estate field.
