【摘要】：森林保險在促進現(xiàn)代林業(yè)發(fā)展,鞏固集體林權(quán)制度改革成果和維護農(nóng)村和諧穩(wěn)定中發(fā)揮著重要的作用。本文概述了國外發(fā)達國家森林保險的發(fā)展現(xiàn)狀,系統(tǒng)分析了國外發(fā)達國家森林保險政策制度設計及運行機制,包括總體制度設計、保險產(chǎn)品設計、政府財政補貼、相關(guān)機構(gòu)運行機制和巨災風險分散機制等,總結(jié)了發(fā)達國家森林保險發(fā)展的共同特點和成功經(jīng)驗,并在剖析中國森林保險發(fā)展現(xiàn)狀和問題的基礎(chǔ)上,得出了國外發(fā)達國家森林保險對中國的啟示。
[Abstract]:Forest insurance plays an important role in promoting the development of modern forestry, consolidating the achievements of collective forest ownership system reform and maintaining rural harmony and stability. This paper summarizes the development status of forest insurance in foreign developed countries, and systematically analyzes the system design and operation mechanism of forest insurance policy in foreign developed countries, including overall system design, insurance product design, government financial subsidy, and so on. This paper summarizes the common characteristics and successful experiences of forest insurance development in developed countries, and on the basis of analyzing the present situation and problems of forest insurance development in China, the operation mechanism of relevant institutions and the mechanism of dispersion of catastrophe risk are summarized. Draw the inspiration of foreign developed country forest insurance to China.
