【摘要】：新型農(nóng)村社會養(yǎng)老保險制度是我國社會養(yǎng)老保險制度的重要組成部分，是我國社會保障體系得以健全的支柱，是我國社會保障制度現(xiàn)代化建設的重要內(nèi)容。因此，深入研究新型農(nóng)村社會養(yǎng)老保險制度對促進經(jīng)濟增長、保持社會和諧穩(wěn)定具有重要的理論和現(xiàn)實意義。本文從新型農(nóng)村社會養(yǎng)老保險籌資能力入手，結(jié)合前人研究的基礎，，分析了河北省新型農(nóng)村社會養(yǎng)老保險籌資能力的現(xiàn)狀及存在的問題，并給出了提高河北省新型農(nóng)村社會養(yǎng)老保險籌資能力的政策建議。 提高新型農(nóng)村社會養(yǎng)老保險籌資能力，需要結(jié)合我省實際情況。努力做到持續(xù)擴大農(nóng)村養(yǎng)老保險的覆蓋范圍，提高農(nóng)民參加養(yǎng)老保險的積極性；明確中央政府和地方財政的補貼責任；充分發(fā)揮集體補助機制的優(yōu)勢空間；完善經(jīng)辦機構(gòu)管理服務體制；有效銜接新農(nóng)保與其他制度。最終保障河北省新型農(nóng)村社會養(yǎng)老保險制度的可持續(xù)和協(xié)調(diào)發(fā)展。
[Abstract]:The new rural social old-age insurance system is an important part of the social old-age insurance system of our country. It is the pillar of the perfect social security system of our country and the important content of the modernization of the social security system of our country. Therefore, it is of great theoretical and practical significance to study the new rural social endowment insurance system to promote economic growth and maintain social harmony and stability. Starting with the fund-raising ability of the new rural social endowment insurance, this paper analyzes the present situation and the existing problems of the financing ability of the new rural social endowment insurance in Hebei province, combining with the basis of previous research. Some policy suggestions are given to improve the ability of raising funds for the new rural social endowment insurance in Hebei province. To improve the ability of raising funds of new rural social endowment insurance, we need to combine the actual situation of our province. Efforts should be made to continuously expand the coverage of rural old-age insurance, improve the enthusiasm of farmers to participate in old-age insurance, clarify the subsidy responsibility of the central government and local finance, give full play to the advantages of the mechanism of collective subsidies; We will improve the management and service system of the agencies and effectively link up the new rural insurance and other systems. Finally, to ensure the sustainable and coordinated development of the new rural social endowment insurance system in Hebei Province.
