【摘要】：舉要"整合城鄉(xiāng)基本醫(yī)保制度"相關(guān)的"整合、一體化、統(tǒng)籌、并軌、銜接"等研究范疇,多模糊、交叉或混用,凸顯整合理論研究的不嚴謹、不堅實,是引致整合的地方政策名稱多樣化、行動方案多模式、制度規(guī)范不成熟的重要原因�？v觀中國城鄉(xiāng)一體化轉(zhuǎn)型時期社會政策的變遷、調(diào)適和遞嬗邏輯,從整合城鄉(xiāng)基本醫(yī)保制度的全方位和多維度觀察,整合城鄉(xiāng)基本醫(yī)保制度這一研究范疇及其理論內(nèi)容可以綜合歸納為:以城鄉(xiāng)經(jīng)濟社會一體化為理論基礎(chǔ),以整合碎片化基本醫(yī)保制度為實施平臺,以社會保障制度公平為價值訴求,以統(tǒng)籌城鄉(xiāng)為基本原則,最終實現(xiàn)城鄉(xiāng)基本醫(yī)保體制一體化和基本醫(yī)保制度統(tǒng)一的目標(biāo)。
[Abstract]:"Integration of urban and rural basic medical insurance system" related to "integration, overall planning, integration, convergence" and other research areas, more fuzzy, intersecting or mixed use, highlighting the integration theory research is not rigorous, not solid, It is an important reason for the diversification of local policy names, the multiple models of action programs and the immaturity of institutional norms. Taking a broad view of the changes of social policies during the transition period of China's urban and rural integration, the adjustment and evolution of the logic, from the integration of urban and rural basic health care system from the all-round and multi-dimensional observation, The research category of integrating urban and rural basic medical insurance system and its theoretical content can be summarized as follows: taking the integration of urban and rural economic and social integration as the theoretical basis, and taking the integrated and fragmented basic medical insurance system as the implementation platform, Taking the equity of social security system as the value demand, and taking the urban and rural areas as the basic principle, the goal of the integration of the basic medical insurance system of urban and rural areas and the unification of the basic medical insurance system is finally realized.
