浙江省城鄉(xiāng)居民養(yǎng)老保險(xiǎn)與企業(yè)職工基本養(yǎng)老保險(xiǎn)制度銜接問(wèn)題研究

【摘要】:我國(guó)社會(huì)養(yǎng)老保險(xiǎn)制度起始于上世紀(jì)中期,長(zhǎng)期以來(lái),我國(guó)的養(yǎng)老保險(xiǎn)呈現(xiàn)出“碎片化”的狀態(tài)。隨著參保人員跨地區(qū)流動(dòng)愈加頻繁、大批量農(nóng)民工進(jìn)城務(wù)工參保使得我國(guó)養(yǎng)老保險(xiǎn)面臨著制度銜接的矛盾!岸Y(jié)構(gòu)”是我國(guó)城鄉(xiāng)、各區(qū)域協(xié)調(diào)發(fā)展的絆腳石。城鄉(xiāng)居民養(yǎng)老保險(xiǎn)與城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)的制度銜接問(wèn)題便在此社會(huì)背景下產(chǎn)生,并逐漸呈現(xiàn)出矛盾愈加尖銳的狀態(tài)。 本文研究的是浙江省兩種制度的銜接問(wèn)題,浙江省在2009年出臺(tái)了《浙江省人民政府關(guān)于建立城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度的實(shí)施意見(jiàn)》(浙政發(fā)[2009]62號(hào)),該意見(jiàn)不僅建立起浙江省城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度,也給養(yǎng)老保險(xiǎn)各個(gè)制度間的銜接提出了具體方案。本文在該政策背景下采用理論與實(shí)際研究分析法和對(duì)比分析法對(duì)浙江省的銜接制度狀況與現(xiàn)實(shí)運(yùn)作狀況進(jìn)行研究,在肯定浙江省城鄉(xiāng)居民養(yǎng)老制度與企業(yè)職工基本養(yǎng)老保險(xiǎn)制度銜接先進(jìn)性的同時(shí),也指出了兩種養(yǎng)老保險(xiǎn)銜接制度仍存在不合理性問(wèn)題。 本文分為五個(gè)方面,第一部分主要闡述本文的研究背景、意義、文獻(xiàn)綜述、相關(guān)理論以及研究的方法思路及主要?jiǎng)?chuàng)新與不足。第二部分界定了相關(guān)制度,以及對(duì)浙江省兩種制度銜接現(xiàn)狀的介紹。第三部分主要介紹了其他地區(qū)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)與企業(yè)職工基本養(yǎng)老保險(xiǎn)制度銜接的現(xiàn)狀以及各地銜接制度與浙江省對(duì)比,從而發(fā)現(xiàn)浙江省銜接制度的優(yōu)勢(shì)與不足。第四部分闡述了浙江省該銜接制度的問(wèn)題及問(wèn)題分析,提出問(wèn)題的出發(fā)點(diǎn)主要從參保者的參保利益考慮,參保關(guān)系轉(zhuǎn)移是由于市場(chǎng)經(jīng)濟(jì)的客觀性所致,所以政府應(yīng)當(dāng)制定合理的政策予以支撐;在分析方法上,,本文運(yùn)用公平理論和對(duì)比分析等方法指出浙江省兩種制度的銜接存在折算比例過(guò)低,轉(zhuǎn)移時(shí)忽略統(tǒng)籌賬戶存在不公平性?xún)煞矫鎲?wèn)題,除此之外,本文也分析了阻礙兩種制度銜接相關(guān)影響因素。第五部分對(duì)于浙江省兩種制度的銜接提出一些建議,如城鄉(xiāng)居民養(yǎng)老保險(xiǎn)可以采用名義賬戶制的運(yùn)行模式;封存參保記錄,在參保者達(dá)到領(lǐng)取養(yǎng)老金條件時(shí)再進(jìn)行折算年限;提高城鄉(xiāng)居民養(yǎng)老保險(xiǎn)的年限折算比例;按一定比例轉(zhuǎn)移社會(huì)統(tǒng)籌賬戶等等。打通城鄉(xiāng)居民養(yǎng)老保險(xiǎn)與企業(yè)職工基本養(yǎng)老保險(xiǎn)的銜接路徑,促進(jìn)勞動(dòng)力城鄉(xiāng)間合理流動(dòng),對(duì)于拉動(dòng)內(nèi)需、促進(jìn)經(jīng)濟(jì)發(fā)展具有重要意義;完善浙江省銜接制度,既平衡了浙江省社會(huì)養(yǎng)老保險(xiǎn)機(jī)制,也對(duì)其他地區(qū)制度銜接有借鑒意義。
[Abstract]:The social endowment insurance system of our country began in the middle of last century, for a long time, the endowment insurance of our country presents the state of "fragmentation". With the increasingly frequent cross-regional mobility of insurance personnel, large numbers of migrant workers in cities to participate in insurance, pension insurance in China is facing the contradiction of system convergence. Dual structure is a stumbling block for the coordinated development of urban and rural areas in China. The connection between urban and rural residents' old-age insurance system and the basic old-age insurance system of urban and rural enterprise workers arises in this social background and gradually presents an increasingly sharp state of contradiction. This paper studies the connection of the two systems in Zhejiang Province. Zhejiang Province published the opinions of Zhejiang Provincial people's Government on the Establishment of Social Endowment Insurance system for Urban and Rural residents in 2009 (Zhejiang Zhengfa [2009] 62). This opinion not only establishes the old-age insurance system for urban and rural residents in Zhejiang Province, but also puts forward a concrete plan for linking up the various pension insurance systems. Under the background of the policy, this paper uses the theoretical and practical analysis method and the comparative analysis method to study the status of the linking system and the actual operation of Zhejiang Province. While affirming the advanced nature of the linkage between urban and rural residents' pension system in Zhejiang Province and the basic old-age insurance system for enterprise workers, the paper also points out that there are still irrationality problems in the two kinds of old-age insurance linkage systems. This paper is divided into five aspects. The first part mainly describes the research background, significance, literature review, relevant theories and research methods, as well as the main innovations and shortcomings. The second part defines the relevant systems and introduces the current situation of the two systems in Zhejiang Province. The third part mainly introduces the current situation of the connection between urban and rural residents' old-age insurance and the basic old-age insurance system of enterprise workers in other regions, and the comparison between the local and Zhejiang provinces, so as to find out the advantages and disadvantages of the linking system in Zhejiang Province. The fourth part expounds the problems and problem analysis of the linking system in Zhejiang Province, and points out that the starting point of the problem is mainly from the interests of the insured, and the transfer of the participating insurance relationship is caused by the objectivity of the market economy. Therefore, the government should formulate reasonable policies to support them; In terms of analysis methods, this paper points out that the conversions of the two systems in Zhejiang Province are too low, and the unfairness of the overall account is neglected when transferring. In addition, the author points out that there are two problems in the connection of the two systems in Zhejiang Province, such as fairness theory and comparative analysis. This paper also analyzes the related factors that hinder the cohesion of the two systems. The fifth part puts forward some suggestions for the connection of the two systems in Zhejiang Province, such as the operation mode of nominal account system can be adopted in urban and rural residents' old-age insurance system, the record of participating insurance can be sealed, and when the insured has reached the condition of receiving pension, the number of years can be converted. Increase the urban and rural residents pension insurance conversion ratio; by a certain proportion transfer of social balance accounts and so on. Connecting urban and rural residents' pension insurance with enterprise workers' basic old-age insurance and promoting the rational flow of labor force between urban and rural areas is of great significance for stimulating domestic demand and promoting economic development. To perfect the linking system of Zhejiang Province not only balances the mechanism of social endowment insurance in Zhejiang Province, but also has reference significance for other regions.
