【摘要】：新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度關(guān)乎廣大農(nóng)民群眾的根本利益，對(duì)提高農(nóng)民的社會(huì)保障能力具有十分重要的作用。文章基于西寧市個(gè)案，在問卷調(diào)查和訪談的基礎(chǔ)上，從制度供給和需求兩個(gè)方面對(duì)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度進(jìn)行了實(shí)證分析，，結(jié)果是新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度不均衡。制度不均衡具體表現(xiàn)在政府制度供給不足和農(nóng)戶需求不切合實(shí)際兩個(gè)方面。在此基礎(chǔ)上，從加強(qiáng)宣傳、提升基金統(tǒng)籌層次、完善細(xì)化制度和建立法律法規(guī)等四個(gè)方面，提出了完善新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的政策建議。
[Abstract]:The new rural social endowment insurance system relates to the fundamental interests of the broad masses of farmers and plays an important role in improving the farmers' social security ability. Based on a case study of Xining City, this paper makes an empirical analysis of the new rural social old-age insurance system from the two aspects of institutional supply and demand, on the basis of questionnaires and interviews. The result is that the new-type rural social old-age insurance system is unbalanced. The system imbalance is manifested in two aspects: insufficient supply of government system and unpractical demand of farmers. On this basis, from the four aspects of strengthening propaganda, raising the level of fund coordination, perfecting the detailed system and establishing laws and regulations, the paper puts forward some policy suggestions to perfect the new rural social endowment insurance system.
