【摘要】：LTCI(Long-Term Care Insurance長(zhǎng)期護(hù)理保險(xiǎn))法案實(shí)施以前日本在全國(guó)范圍內(nèi)進(jìn)行了長(zhǎng)周期、大規(guī)模和精細(xì)化的調(diào)研,創(chuàng)新建立LTCI資格認(rèn)證制度,有效保障了日本LTCI制度的運(yùn)行。基于日本參保用戶(hù)標(biāo)準(zhǔn)化資格認(rèn)證系統(tǒng)創(chuàng)新、資格認(rèn)證流程管理、護(hù)理資源供需匹配機(jī)制和改革方向的分析,中國(guó)應(yīng)立足于更加稀缺的護(hù)理資源供給和大規(guī)模的護(hù)理需求資格認(rèn)證現(xiàn)狀,建設(shè)以信息技術(shù)為支撐的護(hù)理資源供給配置型和需求服務(wù)型標(biāo)準(zhǔn)化資格認(rèn)證系統(tǒng),使其成為中國(guó)長(zhǎng)期護(hù)理保險(xiǎn)資格認(rèn)證制度能夠公平、高效運(yùn)行的基礎(chǔ)。
[Abstract]:Before the implementation of LTCI (Long-Term Care Insurance long term Care Insurance) Act, Japan carried out long period, large scale and fine investigation in the whole country, innovated and established LTCI qualification certification system, which effectively guaranteed the operation of Japanese LTCI system. Based on the innovation of standardized qualification certification system for Japanese insured users, the management of qualification certification process, the matching mechanism between supply and demand of nursing resources and the direction of reform, China should base itself on the more scarce nursing resource supply and the large-scale qualification certification of nursing demand, and build the standardized qualification certification system of nursing resource supply configuration and demand service, which is supported by information technology. Make it become the foundation that Chinese long-term nursing insurance qualification certification system can run fairly and efficiently.
