【摘要】：伴隨著內(nèi)蒙古自治區(qū)奶業(yè)經(jīng)濟(jì)的快速發(fā)展，內(nèi)蒙古奶牛飼養(yǎng)規(guī)模越來越大。龐大的奶牛飼養(yǎng)一方面帶來了巨大的經(jīng)濟(jì)收益，，另一方面也帶來了巨大的養(yǎng)殖風(fēng)險。政策性奶牛保險的出臺就是專門為奶牛飼養(yǎng)者在奶牛養(yǎng)殖過程中遇到重大疫病或者自然災(zāi)害而致使奶牛死亡所產(chǎn)生損失提供風(fēng)險保障的一種保險。政策性奶牛保險作為一種專業(yè)化的風(fēng)險管理機(jī)制，在促進(jìn)奶牛養(yǎng)殖規(guī)模、增加奶農(nóng)收入，維護(hù)奶業(yè)正常方面有著積極的作用。奶牛作為活的有機(jī)體，其生產(chǎn)過程所具備的特殊性決定了奶牛保險開展是一項艱巨的任務(wù)。 內(nèi)蒙古自治區(qū)作為國家最早開展政策性農(nóng)業(yè)保險的試點省份，開辦農(nóng)業(yè)保險整體取得了不錯的成績，但奶牛保險一直萎靡不振。內(nèi)蒙古奶牛保險開辦已經(jīng)有5年時間，開辦過程極為艱難，進(jìn)展十分緩慢。本文通過對內(nèi)蒙古奶牛養(yǎng)殖現(xiàn)狀和內(nèi)蒙古奶牛保險開辦現(xiàn)狀進(jìn)行深入分析，通過定性分析和定量分析相結(jié)合的方法，對奶牛保險開展過程中各參與主體存在的問題進(jìn)行深入解剖，最后對內(nèi)蒙古政策性奶牛保險健康開辦提出合理建議。
[Abstract]:With the rapid development of dairy industry in Inner Mongolia Autonomous region, the scale of dairy cattle raising in Inner Mongolia is becoming larger and larger. On the one hand, the huge dairy cattle raising brings huge economic benefits, on the other hand, it also brings huge breeding risks. The introduction of policy dairy cow insurance is a kind of insurance that provides risk protection for dairy cow breeders who encounter serious epidemic disease or natural disasters in the process of dairy cattle breeding and which lead to the loss caused by the death of cows. As a specialized risk management mechanism, policy dairy insurance plays an active role in promoting the scale of dairy cattle breeding, increasing the income of dairy farmers and maintaining the normal dairy industry. Dairy cow as a living organism, the particularity of its production process determines the development of dairy cow insurance is a difficult task. The Inner Mongolia Autonomous region, as the country's first pilot province to launch policy-oriented agricultural insurance, has achieved good results in the overall development of agricultural insurance, but dairy insurance has been depressed. Inner Mongolia dairy cow insurance has been established for 5 years, the process is extremely difficult, progress is very slow. In this paper, the present situation of dairy cattle breeding in Inner Mongolia and the present situation of dairy cow insurance in Inner Mongolia are deeply analyzed, and the methods of qualitative analysis and quantitative analysis are used to combine the qualitative analysis and quantitative analysis. The problems existing in the main bodies involved in the development of dairy cow insurance were deeply dissected, and some reasonable suggestions were put forward for the establishment of policy dairy cow insurance in Inner Mongolia.
