【摘要】：正環(huán)境污染責(zé)任保險(xiǎn)(簡稱"環(huán)責(zé)險(xiǎn)")自2007年正式啟動(dòng)試點(diǎn)以來,發(fā)展迅速。2013年,環(huán)保部和保監(jiān)會(huì)聯(lián)合印發(fā)《關(guān)于開展環(huán)境污染強(qiáng)制責(zé)任保險(xiǎn)試點(diǎn)工作的指導(dǎo)意見》,明確了強(qiáng)制環(huán)責(zé)險(xiǎn)試點(diǎn)企業(yè)范圍;2014年新修訂的《環(huán)保法》首次鼓勵(lì)投保環(huán)責(zé)險(xiǎn);2015年,中共中央、國務(wù)院發(fā)布的《生態(tài)文明體制改革總體方案》提出"在環(huán)境高風(fēng)險(xiǎn)領(lǐng)域建立環(huán)境污染強(qiáng)制責(zé)任保險(xiǎn)制度"。
[Abstract]:The environmental pollution liability insurance ("environmental liability insurance") has been developing rapidly since it was officially launched in 2007. The Ministry of Environmental Protection and the Insurance Regulatory Commission jointly issued the guidance on the pilot work on compulsory liability insurance for environmental pollution, which defines the scope of the pilot enterprises for compulsory environmental liability insurance; the newly revised "Environmental Protection Law" in 2014 is the first to encourage the implementation of environmental liability insurance; and in 2015, The General Plan for the Reform of Ecological Civilization system, issued by the CPC Central Committee and the State Council, puts forward the "Establishment of compulsory liability Insurance system for Environmental pollution in the Field of High risk to the Environment".
