我國專業(yè)自保公司發(fā)展研究

【摘要】:經(jīng)過三十余年的發(fā)展,我國保險業(yè)形成了以國有控股保險公司為主,商業(yè)保險股份有限公司、中外合資保險公司為輔的市場體系,打破了國有保險公司長期壟斷的格局。即便如此,我國保險市場發(fā)展改革速度仍遠遠落后于各行業(yè)的發(fā)展規(guī)模及由之產(chǎn)生的投保需求。特別是近年來,隨著我國大中型企業(yè)的風險管理意識空前提高,保險市場上的傳統(tǒng)風險轉(zhuǎn)移方式已不能滿足現(xiàn)有的風險管理需求,而專業(yè)自保公司的出現(xiàn)有效解決了上述問題。作為一種風險自留的管理手段,專業(yè)自保公司是對傳統(tǒng)保險市場的有效補充,其優(yōu)勢在于擴大承保范圍,節(jié)省成本費用,減少母公司稅負,加強企業(yè)風險管理,能為大中型企業(yè)集團選擇合適的風險保障模式。在國際保險市場中專業(yè)自保已發(fā)展為一種成熟的保險形式,在我國卻處于剛剛起步階段,因此,研究我國專業(yè)自保公司的發(fā)展現(xiàn)狀并為之提出行之有效的對策迫在眉睫。 本文在前人相關(guān)研究的基礎(chǔ)上,運用文獻研究法、分析比較比較和實證分析法,闡述了專業(yè)自保公司的定義及其適用范圍,運用SWOT分析模型剖析我國專業(yè)自保公司的發(fā)展情況,從推動保險模式多樣化、增強保險市場競爭力、滿足保險市場需求等多方面說明了我國發(fā)展專業(yè)自保公司的必要性。在深入分析我國自保發(fā)展歷程的基礎(chǔ)上,積極借鑒國際自保市場、專業(yè)自保公司以及香港中海石油保險有限公司的發(fā)展經(jīng)驗,發(fā)現(xiàn)我國專業(yè)自保公司發(fā)展中存在以下問題:國內(nèi)有關(guān)法律法規(guī)有待進一步完善;母公司風險管理意識淡薄,風險管控制度不健全;我國的自保市場及自保公司的規(guī)模有限;自保人才緊缺,服務(wù)體系不完善。進而提出了:完善我國有關(guān)專業(yè)自保公司的法規(guī)條文;放寬市場準入機制,出臺稅費優(yōu)惠政策;提升母公司風險管理水平,加強專業(yè)自保公司監(jiān)管;構(gòu)建專業(yè)自保人才體系,提高自保服務(wù)質(zhì)量;健全專業(yè)自保公司財務(wù)管理制度;優(yōu)化自!俦kU發(fā)展模式,合理降低自留風險等建議對策。希望以此為契機,推動我國專業(yè)自保公司的發(fā)展步入正軌。
[Abstract]:After more than 30 years' development, the insurance industry of our country has formed a market system, which is dominated by state-owned holding insurance companies, supplemented by commercial insurance companies and Sino-foreign joint venture insurance companies, and has broken the pattern of long-term monopoly of state-owned insurance companies. Even so, the development and reform of China's insurance market still lags far behind the development of various industries and the demand for insurance. Especially in recent years, with the unprecedented improvement of risk management awareness of large and medium-sized enterprises in China, the traditional risk transfer methods in the insurance market can no longer meet the existing risk management needs, and the emergence of professional self-insurance companies has effectively solved the above problems. As a management method of risk retention, professional self-insurance company is an effective supplement to the traditional insurance market. Its advantages lie in expanding the scope of insurance, saving costs, reducing the tax burden of the parent company, and strengthening enterprise risk management. Be able to choose the appropriate risk protection model for large and medium-sized enterprise groups. In the international insurance market, professional self-insurance has developed into a mature form of insurance, but it is just in its infancy in China. Therefore, it is urgent to study the development situation of professional self-insurance companies in China and put forward effective countermeasures for them. On the basis of previous related research, this paper uses literature research method, analysis comparison and empirical analysis, expounds the definition of professional self-insurance company and its applicable scope, and analyzes the development of professional self-insurance company in China by using SWOT analysis model. The necessity of developing professional self-insurance companies in China is explained from many aspects, such as promoting the diversification of insurance modes, enhancing the competitiveness of insurance market and meeting the demand of insurance market. On the basis of in-depth analysis of the development course of self-insurance in China, we actively draw lessons from the development experience of international self-insurance market, professional self-insurance company and Hong Kong National Offshore Oil Insurance Co., Ltd. It is found that the following problems exist in the development of professional self-insurance companies in China: the relevant domestic laws and regulations need to be further improved; the risk management consciousness of the parent company is weak and the risk control system is not perfect; the market of self-insurance and the scale of self-insurance companies are limited in our country; Self-insurance talent shortage, service system is not perfect. Then it puts forward the following suggestions: perfecting the regulations and provisions of professional self-insurance companies in China; relaxing the market access mechanism, introducing preferential tax and fee policies; enhancing the risk management level of parent companies and strengthening the supervision of professional self-insurance companies; constructing a professional self-insurance talent system. To improve the quality of self-insurance service, to perfect the financial management system of professional self-insurance company, to optimize the development mode of self-insurance and reinsurance, and to reduce the risk of self-preservation reasonably. Hope to take this as an opportunity to promote the development of professional self-insurance companies on the right track.
