【摘要】：2008年底，我國(guó)出臺(tái)了《國(guó)務(wù)院辦公廳關(guān)于將大學(xué)生納入城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)試點(diǎn)范圍的指導(dǎo)意見(jiàn)》，明確提出將大學(xué)生納入我國(guó)城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)體系。按照加快建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系和開(kāi)展城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)試點(diǎn)工作的總體要求，大學(xué)生按照自愿原則參加城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)。 但是，很多剛畢業(yè)的未就業(yè)大學(xué)生無(wú)法立即落實(shí)工作，有相當(dāng)一部分大學(xué)生畢業(yè)后沒(méi)有直接走向工作崗位，或者有的工作只是臨時(shí)工作。他們?cè)诖髮W(xué)期間投保參加的城居醫(yī)保，并未將畢業(yè)后的這段不穩(wěn)定就業(yè)期納入考慮范圍，而正是在這段時(shí)期內(nèi)，，很多未就業(yè)大學(xué)生在醫(yī)療保險(xiǎn)方面存在著問(wèn)題：有的畢業(yè)大學(xué)生沒(méi)有工作，不能參加醫(yī)療保障體系；還有不少用人單位為了減少用人成本，抵制新員工參加職工醫(yī)保；另外，大學(xué)生醫(yī)療保障實(shí)行屬地管理，大學(xué)生工作場(chǎng)所不穩(wěn)定，也可能會(huì)造成了其醫(yī)療保障真空。 通過(guò)大量閱讀國(guó)內(nèi)外關(guān)于大學(xué)生醫(yī)療保障制度的文獻(xiàn)，本文首先對(duì)未就業(yè)大學(xué)生的情況進(jìn)行綜述，其次，回顧我國(guó)大學(xué)生醫(yī)療保障制度的發(fā)展歷程，對(duì)我國(guó)未就業(yè)大學(xué)生的醫(yī)療保障的現(xiàn)狀進(jìn)行研究并根據(jù)以上內(nèi)容提出完善包含未就業(yè)大學(xué)生在內(nèi)的新型大學(xué)生醫(yī)療保障的必要性，接著，通過(guò)大學(xué)生醫(yī)療保障的國(guó)際經(jīng)驗(yàn)與借鑒來(lái)對(duì)我國(guó)包括未就業(yè)大學(xué)在內(nèi)的新型大學(xué)生醫(yī)療保障制度的方案進(jìn)行設(shè)計(jì)，包括制度的籌資、支付、基金的管理及運(yùn)營(yíng)，然后對(duì)方案的可行性進(jìn)一步論證，最終提出解決未就業(yè)大學(xué)生醫(yī)療保障制度的對(duì)策和建議。
[Abstract]:At the end of 2008, the General Office of the State Council issued the guiding opinion on bringing college students into the pilot scope of urban residents' basic medical insurance, and put forward clearly the idea of bringing college students into the basic medical insurance system of urban residents in our country. In accordance with the overall requirements of speeding up the establishment of a social security system covering urban and rural residents and carrying out the pilot work of basic medical insurance for urban residents, college students participate in the basic medical insurance of urban residents in accordance with the principle of voluntary participation. However, many unemployed college students who have just graduated are unable to carry out their jobs immediately, and a considerable number of them do not go to work directly after graduation, or some jobs are only temporary jobs. The city housing insurance they insured during their college years did not take into account the unstable employment period after graduation, which was during that period. Many underemployed college students have problems with medical insurance: some graduates do not have a job and cannot participate in the medical security system; many employers resist new employees from participating in health insurance in order to reduce employment costs; in addition, The medical security of college students is managed in the territory, and the workplace is unstable, which may lead to the vacuum of medical security. By reading a large number of literatures about medical security system of college students at home and abroad, this paper first summarizes the situation of unemployed college students, and secondly, reviews the development of medical security system for college students in China. This paper studies the current situation of medical security for unemployed college students in our country, and puts forward the necessity of perfecting the medical security of new college students, including underemployed college students, according to the above contents. Through the international experience and reference of medical security for college students, this paper designs a new medical security system for college students in China, including non-employment universities, including the financing, payment, management and operation of the system. Then the feasibility of the scheme is further demonstrated, and finally the countermeasures and suggestions to solve the medical security system for unemployed college students are put forward.
