【摘要】：利用條件價(jià)值法獲取海南省儋州市、瓊中縣和白沙縣3個(gè)橡膠樹風(fēng)災(zāi)保險(xiǎn)試點(diǎn)地區(qū)膠農(nóng)對橡膠樹風(fēng)災(zāi)保險(xiǎn)的支付意愿,并運(yùn)用福利經(jīng)濟(jì)學(xué)分析方法研究了供給受限制條件下橡膠樹風(fēng)災(zāi)保險(xiǎn)的保費(fèi)補(bǔ)貼效率。研究結(jié)果顯示:財(cái)政補(bǔ)貼橡膠樹風(fēng)災(zāi)保險(xiǎn)符合效率原則;橡膠樹風(fēng)災(zāi)保險(xiǎn)政府補(bǔ)貼效率因區(qū)域和補(bǔ)貼率的不同而不同;橡膠樹風(fēng)災(zāi)保險(xiǎn)補(bǔ)貼效率與補(bǔ)貼率呈負(fù)相關(guān)關(guān)系。因此,提出提高海南民營橡膠樹風(fēng)災(zāi)保險(xiǎn)補(bǔ)貼效率的對策建議:擴(kuò)大民營橡膠樹風(fēng)災(zāi)保險(xiǎn)覆蓋面;加大橡膠樹風(fēng)災(zāi)保險(xiǎn)宣傳力度;加大橡膠樹風(fēng)災(zāi)指數(shù)保險(xiǎn)的推廣應(yīng)用。
[Abstract]:The conditional value method was used to obtain the willingness of rubber farmers to pay for rubber tree wind disaster insurance in 3 pilot areas of wind disaster insurance in Danzhou, Qiongzhong and Baisha counties, Hainan Province. The insurance premium subsidy efficiency of rubber tree windstorm insurance under restricted supply is studied by using the method of welfare economics analysis. The results show that: the financial subsidy of rubber tree wind disaster insurance accords with the principle of efficiency; the government subsidy efficiency of rubber tree wind disaster insurance varies with different regions and subsidy rates; the rubber tree wind disaster insurance subsidy efficiency is negatively related to the subsidy rate. Therefore, the countermeasures and suggestions to improve the subsidy efficiency of wind disaster insurance for private rubber trees in Hainan are put forward: to expand the coverage of wind disaster insurance for private rubber trees; to increase the publicity of wind disaster insurance for rubber trees; and to increase the popularization and application of wind disaster index insurance for rubber trees.
