【摘要】：網(wǎng)絡(luò)互助平臺(tái)是我國互助保障領(lǐng)域的新事物,具有鮮明的"低門檻"和"公益性"特征,近年來,吸引了大量互聯(lián)網(wǎng)用戶的參與。目前各網(wǎng)絡(luò)互助平臺(tái)在會(huì)員準(zhǔn)入、損失均攤、責(zé)任范圍等方面已經(jīng)建立起比較清晰的互助規(guī)則。與商業(yè)保險(xiǎn)的經(jīng)營規(guī)則相比,網(wǎng)絡(luò)互助平臺(tái)在準(zhǔn)入和支付方面的規(guī)則比較寬松,在定價(jià)方面也忽視了會(huì)員的差異,使得其不僅面臨著會(huì)員的逆選擇風(fēng)險(xiǎn),還面臨著會(huì)員的事后道德風(fēng)險(xiǎn)。參與成本和風(fēng)險(xiǎn)不相匹配的問題會(huì)導(dǎo)致激勵(lì)扭曲,損害絕大部分會(huì)員的利益,對網(wǎng)絡(luò)互助平臺(tái)運(yùn)作的可持續(xù)性帶來挑戰(zhàn)。對比網(wǎng)絡(luò)互助平臺(tái)的運(yùn)營方可以采取一些措施緩解信息不對稱問題的影響,從而增強(qiáng)平臺(tái)運(yùn)作的可持續(xù)性。同時(shí),監(jiān)管機(jī)構(gòu)也應(yīng)該在條件成熟時(shí)采取相應(yīng)的監(jiān)管措施。
[Abstract]:Network mutual assistance platform is a new thing in the field of mutual support in China. It has the characteristics of "low threshold" and "public welfare". In recent years, it has attracted a large number of Internet users. At present, the network mutual assistance platform has established a clearer mutual aid rules in the aspects of membership access, loss sharing, responsibility scope and so on. And business insurance management. Compared with the rules, the rules of the network mutual aid platform are relatively loose in access and payment, and the difference in the membership is ignored in the pricing. It not only faces the risk of members' adverse selection, but also faces the post moral hazard of members. The problems that do not match the cost and risk will lead to the distortion of incentive and most of the members. The benefits of the network help to challenge the sustainability of the network mutual platform. In contrast, the operators of the network mutual assistance platform can take some measures to alleviate the impact of information asymmetry and enhance the sustainability of the operation of the platform. At the same time, the regulators should take corresponding regulatory measures when conditions are ripe.
