北京市構(gòu)建城鄉(xiāng)統(tǒng)一養(yǎng)老保險(xiǎn)制度研究

【摘要】:建立統(tǒng)一的基本養(yǎng)老保險(xiǎn)制度,使全體人民公平地享有基本養(yǎng)老保障,是我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的必然要求和推進(jìn)“新四化”建設(shè)的需要,這既有利于促進(jìn)人口縱向流動(dòng)、增強(qiáng)社會(huì)安全感,也有利于使群眾對(duì)民生改善有穩(wěn)定的預(yù)期,,對(duì)于拉動(dòng)消費(fèi)、鼓勵(lì)創(chuàng)新創(chuàng)業(yè),具有重要意義。目前,在全國(guó)范圍內(nèi),存在著多種不同的養(yǎng)老保險(xiǎn)制度,為實(shí)現(xiàn)上述目標(biāo)需要循序漸進(jìn),逐步統(tǒng)一。 2014年2月26日,國(guó)務(wù)院公布了“建立統(tǒng)一的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的意見(jiàn)”,即在已基本實(shí)現(xiàn)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)、城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)全覆蓋的基礎(chǔ)上,依法將這兩項(xiàng)制度合并實(shí)施,在全國(guó)范圍內(nèi)建立統(tǒng)一的城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度。同時(shí)還要整合資源,推動(dòng)城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度與其他社會(huì)保障制度相銜接。該意見(jiàn)的出臺(tái),在全國(guó)層面內(nèi)走出了建立全社會(huì)統(tǒng)一的養(yǎng)老保險(xiǎn)制度的第一步。 本文以北京市這個(gè)2009年就率先建立起統(tǒng)一的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度,同時(shí)建立起與城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)的銜接制度的城市為研究對(duì)象,在我國(guó)實(shí)現(xiàn)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)統(tǒng)一的背景下,更進(jìn)一步研究將城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)與城鄉(xiāng)居民養(yǎng)老保險(xiǎn)進(jìn)行統(tǒng)一整合。本文首先介紹了養(yǎng)老保險(xiǎn)相關(guān)概念,以及建立統(tǒng)一城鄉(xiāng)養(yǎng)老保險(xiǎn)的相關(guān)理論依據(jù),包括公平理論與公共服務(wù)均等化理論。而后介紹了我國(guó)養(yǎng)老保險(xiǎn)制度的發(fā)展歷程和北京市養(yǎng)老保險(xiǎn)制度現(xiàn)狀,并相對(duì)客觀的分析了目前北京市養(yǎng)老保險(xiǎn)制度所面臨的問(wèn)題和原因。繼而分析北京市構(gòu)建城鄉(xiāng)統(tǒng)一養(yǎng)老保險(xiǎn)的可行性。之后,本文又從具體方法入手,采用參數(shù)改革的辦法,給出建立城鄉(xiāng)統(tǒng)一養(yǎng)老保險(xiǎn)的措施并進(jìn)行一定量化分析。最后,本文著重闡述了在建立城鄉(xiāng)統(tǒng)一養(yǎng)老保險(xiǎn)制度的過(guò)程中可能出現(xiàn)的問(wèn)題。
[Abstract]:The establishment of a unified basic old-age insurance system and the fair enjoyment of the basic old-age security by all the people are the inevitable requirements of the economic and social development of our country and the need to promote the construction of the "new four modernizations", which is conducive to promoting the vertical flow of the population. Enhancing the sense of social security is also conducive to making the masses have stable expectations for the improvement of the people's livelihood, which is of great significance for stimulating consumption and encouraging innovation and entrepreneurship. At present, there are many different pension insurance systems across the country, and in order to achieve the above objectives, we need to proceed step by step and gradually unify. On February 26, 2014, The State Council has published the opinions on establishing a unified old-age insurance system for urban and rural residents, that is, on the basis of the basic realization of a new type of rural social old-age insurance and full coverage of urban residents' social old-age insurance, the two systems will be implemented in accordance with the law. Establish a unified basic old-age insurance system for urban and rural residents nationwide. At the same time, the integration of resources to promote the basic old-age insurance system for urban and rural residents and other social security system to link up. The introduction of this opinion, in the national level out of the establishment of a unified pension insurance system the first step. This paper takes Beijing as the first city to establish a unified pension insurance system for urban and rural residents in 2009, and at the same time establishes a linkage system with the basic old-age insurance system for urban workers as the research object. Under the background of realizing the unification of urban and rural old-age insurance, this paper further studies the integration of urban and rural workers' basic old-age insurance and urban and rural residents' old-age insurance. This paper first introduces the related concepts of old-age insurance, and establishes the relevant theoretical basis of unified urban and rural old-age insurance, including equity theory and public service equalization theory. Then it introduces the development course of the endowment insurance system in China and the present situation of the endowment insurance system in Beijing, and analyzes the problems and causes of the pension insurance system in Beijing relatively objectively. Then it analyzes the feasibility of constructing urban and rural unified endowment insurance in Beijing. After that, this paper starts with the concrete method, adopts the method of parameter reform, gives the measures of establishing the unified old-age insurance in urban and rural areas, and carries on the certain quantification analysis. Finally, this paper focuses on the establishment of urban and rural unified pension insurance system in the process of possible problems.
