【摘要】：政策性農(nóng)業(yè)保險作為一種穩(wěn)定農(nóng)民收入的重要方式,對提高農(nóng)業(yè)生產(chǎn)數(shù)量和質(zhì)量、解決農(nóng)村金融失靈、完善農(nóng)業(yè)現(xiàn)代化建設(shè)體系有著舉足輕重的作用。在這種形勢下,政府發(fā)揮拉動和引導(dǎo)作用,實現(xiàn)政策性農(nóng)業(yè)保險與成都市農(nóng)業(yè)發(fā)展的有效對接,成為決定成都農(nóng)業(yè)現(xiàn)代化成敗的關(guān)鍵。在新一輪政策性農(nóng)業(yè)保險試點中,成都市在2007年開始開展政策性農(nóng)業(yè)保險。本文結(jié)合目前成都市開展政策性農(nóng)業(yè)保險試點工作的情況,從財政支持成都市政策農(nóng)業(yè)保險的角度進行了相關(guān)研究。 文章首先簡單介紹課題的研究意義,并對國內(nèi)外相關(guān)研究成果進行簡要說明,形成了本文的研究結(jié)構(gòu)和研究方法。接著從經(jīng)濟學(xué)的角度論證財政支持是成都市政策性農(nóng)業(yè)保險發(fā)展的必要條件,進而從成都市政策性農(nóng)業(yè)保險試點工作的實際情況出發(fā),分析了成都市財政支持政策性農(nóng)業(yè)保險的現(xiàn)狀。然后,本文對成都市財政支持政策性農(nóng)業(yè)保險存在的問題及其成因進行了分析,并總結(jié)了美圍、日本、毛里求斯以及上海、北京等五種情形下農(nóng)業(yè)保險的財政支持模式及其對成都市發(fā)展農(nóng)險業(yè)務(wù)的啟示。在此基礎(chǔ)上,從政策目標(biāo)、角色定位、組織實施部門、支持范圍、支持方式和支持力度、績效評價以及實施監(jiān)管七個方面提出了一個關(guān)于建立成都市政策性農(nóng)業(yè)保險財政支持平臺的構(gòu)想。
[Abstract]:As an important way to stabilize farmers' income, policy-oriented agricultural insurance plays an important role in improving the quantity and quality of agricultural production, solving rural financial failure and perfecting the agricultural modernization construction system. Under this situation, the government plays the role of pulling and guiding to realize the effective docking between policy agricultural insurance and Chengdu's agricultural development, which becomes the key to decide the success or failure of Chengdu's agricultural modernization. In a new round of policy-based agricultural insurance pilot, Chengdu began to carry out policy-based agricultural insurance in 2007. This paper studies the policy agricultural insurance in Chengdu from the angle of financial support. This paper first introduces the research significance of the subject, and briefly explains the related research results at home and abroad, forming the research structure and research methods of this paper. Then from the angle of economics, it proves that financial support is a necessary condition for the development of Chengdu policy-oriented agricultural insurance, and then proceed from the actual situation of the pilot work of Chengdu policy-oriented agricultural insurance. This paper analyzes the current situation of policy agricultural insurance supported by finance in Chengdu. Then, this paper analyzes the existing problems and causes of the policy-oriented agricultural insurance in Chengdu, and sums up the problems in Meiwei, Japan, Mauritius and Shanghai. The financial support mode of agricultural insurance and its enlightenment to the development of agricultural insurance business in Chengdu under five kinds of circumstances such as Beijing. On this basis, from the policy objectives, role positioning, organization and implementation of departments, support scope, support methods and support strength, This paper puts forward a conception of establishing a financial support platform for policy agricultural insurance in Chengdu from seven aspects of performance evaluation and implementation of supervision.
