【摘要】：醫(yī)療救助作為我國醫(yī)療保障體系的重要組成部分，對解決貧困患者就醫(yī)難的問題起到了重要的保障作用。改革開放以來，我國醫(yī)療救助事業(yè)得到了一定的發(fā)展，尤其是農(nóng)村貧困人口的醫(yī)療保障問題的到了較好的解決。隨著社會經(jīng)濟的快速發(fā)展，我國的醫(yī)療救助工作步入了快速發(fā)展階段，各項救助制度日漸完善，救助范圍(城市低保、城鎮(zhèn)“三無”、農(nóng)村“五�！�、重度殘疾、特困精神病人等)和補助標(biāo)準逐步擴大和提高。然而，就目前形勢下我國現(xiàn)行的醫(yī)療救助制度仍不健全，大部分社會困難群體仍游離于救助范圍之外，其醫(yī)療問題得不到基本保障，尤其是在大病醫(yī)療救助方面仍存在很大問題，很多患病群眾因為醫(yī)療費用上的花費負擔(dān)而得不到妥善的救治。因而有必要針對當(dāng)前我國醫(yī)療救助制度的問題和不足，采取有力的政策措施，進一步完善我國的大病醫(yī)療救助制度。本文通過調(diào)查問卷等形式，具體研究山東省內(nèi)部大病醫(yī)療救助方面存在的不足及原因，從而提出適合本省實際的解決措施及方法，實現(xiàn)困難群眾“病有所醫(yī)”的目標(biāo)。 本文通過以理論與實踐相結(jié)合的形式，具體研究山東省內(nèi)部在大病醫(yī)療救助方面存在的問題、原因及探究解決方法。通過發(fā)放調(diào)查問卷、實地訪談等方式，運用經(jīng)濟學(xué)、社會學(xué)、統(tǒng)計學(xué)原理，從具體問題出發(fā)，，通過實證分析法歸納出山東省內(nèi)部在大病醫(yī)療救助方面存在的問題，進而分析其中的原因，并在此基礎(chǔ)上提出可行性對策和政策建議。希望以此來彌補之前我省在大病醫(yī)療救助研究方面所存在的漏洞和不足。 本文分為四大部分： 第一部分即文章的第一章。在本章中主要介紹了我省大病醫(yī)療救助工作的總體現(xiàn)狀以及救助試點過程中出現(xiàn)的重重問題。在概述了醫(yī)療救助體系以及模式的選擇問題后，進一步提出對于醫(yī)療救助模式的探索和研究。針對目前居民對于“民生問題”的高度關(guān)注，提出需要切實改善居民醫(yī)療衛(wèi)生服務(wù)狀況，滿足居民醫(yī)療需求，實現(xiàn)困難群眾妥善救治。通過回顧國內(nèi)外相關(guān)研究文獻，對國際上在醫(yī)療救助相關(guān)概念界定，救助分類方式，以及救助模式選擇上進行了了解，結(jié)合國內(nèi)目前學(xué)者對大病醫(yī)療救助相關(guān)概念、救助模式的研究，對我省大病醫(yī)療救助問題的解決提出切實可行研究方法和思路。 第二部分為文章的第二章，該部分對本文所要用到的貧困、社會救助、大病醫(yī)療救助、具體救助方式進行了詳細的界定，并提出本文研究內(nèi)容所需的理論基礎(chǔ)，如貧困惡性理論、需求層次理論、新公共管理理論、風(fēng)險社會理論、公共產(chǎn)品理論等，為本文的研究內(nèi)容及其必要性提供理論依據(jù)與支撐。 第三部分包含文章的第三、四、五章，是本文的研究主體部分。第三章進行實證分析，通過調(diào)查問卷、訪談等形式實地調(diào)研得出我省居民在大病醫(yī)療救助過程中所關(guān)注的主要醫(yī)療救助因素，進而運用層次分析法模型對我省大病醫(yī)療救助的所存在影響因素的相關(guān)關(guān)系及影響程度進行論證研究。最終得出各要素在我省居民大病醫(yī)療救助需求所占的比重以相關(guān)關(guān)系，進而對結(jié)論進行研究和分析。通過具體的實證研究之后，根據(jù)得到的研究現(xiàn)狀，在第四章研究得出我省在大病醫(yī)療救助中存在的問題并進而進行具體的原因分析，最終得出的我省大病醫(yī)療救助可及性低的原因。第五章，再對大病醫(yī)療救助現(xiàn)狀、問題、原因的研究之后，針對大病醫(yī)療救助中所存在的實際問題嘗試提出切實可行的解決途徑與方法。 第四部分是本文的第六章。通過前幾部分的分析，在對我省大病醫(yī)療救助存在原因有了深入系統(tǒng)的了解之后，得出我省大病醫(yī)療救助制度的完善勢在必行，之后嘗試提出我省大病醫(yī)療救助制度未來的發(fā)展方向。
[Abstract]:As an important part of our country ' s medical security system , medical assistance has played an important role in solving the problem of poor medical care in our country . With the rapid development of social economy , the medical aid work of our country has been gradually expanded and improved .

Based on the combination of theory and practice , this paper focuses on the problems , reasons and methods of solving the problems existing in the treatment of large diseases in Shandong Province . Through the distribution of questionnaires and interviews in the field , the author concludes the problems existing in the treatment of large diseases in Shandong Province through empirical analysis , and then puts forward the feasible countermeasures and policy suggestions .

This paper is divided into four parts :

The first part of this chapter is the first chapter of the article . In this chapter , the author mainly introduces the general situation of the medical aid work in our province and the important problems in the course of the rescue pilot . After summarizing the medical aid system and the choice of mode , the author further puts forward the exploration and research on the medical assistance model .

The second part is the second chapter of the article , which defines the poverty , social assistance , the medical aid and the specific rescue way to be used in this article . The theoretical basis of the research is put forward , such as the theory of poverty , the theory of demand level , the theory of new public administration , the theory of risk society , the theory of public product , etc . , and provides theoretical basis and support for the research content and necessity of this article .

The third part contains the third , fourth and fifth chapters of the article , which is the main part of the study . In chapter 3 , the main medical aid factors that the residents of our province pay attention to in the process of medical treatment of large diseases are studied .

The fourth part is the sixth chapter of this article . Through the analysis of the first few parts , after the deep systematic understanding of the causes of the medical rescue in our province , we conclude that the improvement of the medical aid system in our province is imperative , and then try to put forward the future development direction of the medical aid system of our province .
