上海市外來新生代農(nóng)民工參加社會保險意愿的影響因素研究

【摘要】:農(nóng)民工是我國城鄉(xiāng)二元經(jīng)濟體制下,農(nóng)民由農(nóng)村轉(zhuǎn)向城市就業(yè)過程中出現(xiàn)的一個特殊群體,他們在城市中靠勞務(wù)性工作謀生,實質(zhì)上仍是農(nóng)村戶籍。由于制度的障礙,他們并沒有真正融入城市生活被城市所接納,在勞動就業(yè)、社會保障、生活狀況等多方面狀況都令人堪憂,農(nóng)民工社會保險問題也成為當(dāng)代中國最主要的社會問題之一。 本文于2012年7月至8月間對上海市1980年后出生的非城市戶籍人口進行抽樣調(diào)查,就上海市新生代農(nóng)民工在社會保險方面的現(xiàn)狀和影響參保的因素進行分析,指出其社會保險參保的主要障礙。實證分析的結(jié)果表明:(1)受教育年限對參加社會保險的意愿有顯著影響,新生代農(nóng)民工的受教育程度越高,選擇參加社會保險的意愿越強;(2)是否有留在城市的打算對參保的影響也很顯著,打算留在城市的新生代農(nóng)民工有近九成的人愿意參加社會保險,不打算留在城市的人當(dāng)中僅有不到四成愿意參保;(3)工作變動次數(shù)與社會保險參保意愿的顯著程度也非常高,隨著變換工作的次數(shù)不斷增加,參保意愿呈現(xiàn)逐級降低的趨勢;(4)收入水平對社會保險的參保有顯著影響,與前人的研究結(jié)果相似,年收入越高的新生代農(nóng)民工參加社會保險的意愿越強,反之則越弱;(5)勞動合同簽訂情況與社會保險參保意愿之間存在較大的關(guān)聯(lián)性,與雇主簽訂勞動合同的新生代農(nóng)民工,其參保意愿高于未簽訂勞動合同者;(6)了解社會保險政策的程度對參保的影響顯著,隨著對社會保險政策了解程度的增大,新生代農(nóng)民工的參保意愿也呈現(xiàn)逐漸增大的顯著趨勢;(7)社會保險辦理流程也是影響新生代農(nóng)民工參與社會保險的重要因素,隨著社會保險辦理流程便利程度的加大,參保意愿有著明顯的上升趨勢。
[Abstract]:Migrant workers are a special group in the process of peasants' transition from rural areas to urban employment under the dual economic system of urban and rural areas in China. They earn a living by labor services in cities, but in essence they are still registered as households in rural areas. Because of the obstacles of the system, they did not really integrate into the city life and were accepted by the city. In many aspects, such as employment, social security, living conditions and so on, they are worrying. The social insurance of migrant workers has also become one of the most important social problems in contemporary China. From July to August 2012, this paper carried out a sample survey of non-urban registered residents born in Shanghai after 1980, and analyzed the current situation of the new generation of migrant workers in Shanghai in terms of social insurance and the factors affecting their participation. It points out the main obstacle of social insurance. The results of empirical analysis show that the number of years of education has a significant impact on the willingness to participate in social insurance, and the higher the education level of the new generation of migrant workers, The stronger the willingness to choose to participate in social insurance, the more significant the impact of the intention of staying in the city is also very significant. Nearly 90% of the new generation of migrant workers who intend to stay in the city are willing to participate in social insurance. Less than 40% of those who do not intend to stay in the city are willing to take part in insurance.) the number of job changes and the willingness to participate in social security are also very high. As the number of job changes increases, The income level has a significant influence on the social insurance participation. Similar to the previous research results, the new generation of migrant workers with higher annual income have stronger willingness to participate in social insurance. On the contrary, there is a greater correlation between the signing of labor contracts and the willingness to participate in social insurance, and the new generation of migrant workers who sign labor contracts with employers, Their willingness to participate in insurance is higher than that of those who have not signed a labor contract. (6) the degree of understanding of social insurance policy has a significant impact on it, and with the increase of their understanding of social insurance policy, The new generation of migrant workers' willingness to participate in the insurance also presents a significant trend of gradual increase.) the social insurance process is also an important factor affecting the new generation of migrant workers to participate in social insurance. With the increase of the convenience of the social insurance process, The willingness to participate in insurance has an obvious upward trend.
