【摘要】：隨著我國(guó)社會(huì)生產(chǎn)能力不斷提高和社會(huì)主義市場(chǎng)活力不斷增強(qiáng)，越來(lái)越多的生產(chǎn)企業(yè)投產(chǎn)運(yùn)行，，在給人民群眾創(chuàng)造大量物質(zhì)財(cái)富的同時(shí)，也帶來(lái)了安全生產(chǎn)的隱憂。2012年全國(guó)共發(fā)生較大事故1408起，重大事故57起，全國(guó)有71983人在各類事故中喪失生命，其中，工礦商貿(mào)行業(yè)各類生產(chǎn)安全事故共導(dǎo)致8469人死亡，給國(guó)家和人民造成了重大損失。黨中央、國(guó)務(wù)院高度重視安全生產(chǎn)工作，出臺(tái)了一系列政策、法規(guī)，努力促進(jìn)安全生產(chǎn)形勢(shì)不斷好轉(zhuǎn)，取得了顯著的成績(jī)。其中安全生產(chǎn)責(zé)任保險(xiǎn)就是其中一項(xiàng)從本質(zhì)上提高安全生產(chǎn)保障程度的政策。安全生產(chǎn)責(zé)任保險(xiǎn)利用保險(xiǎn)經(jīng)濟(jì)手段為一線生產(chǎn)工人和群眾提供了強(qiáng)有力的保障支撐，但安全生產(chǎn)責(zé)任保險(xiǎn)由于執(zhí)行時(shí)間不長(zhǎng)，還處于試點(diǎn)階段，所能發(fā)揮的作用還未得到顯著體現(xiàn)。 本文從鹽城市安全生產(chǎn)責(zé)任保險(xiǎn)實(shí)際操作的層面出發(fā)，通過(guò)調(diào)查、統(tǒng)計(jì)分析和概括總結(jié)，對(duì)鹽城市安全生產(chǎn)責(zé)任保險(xiǎn)開(kāi)展情況、存在問(wèn)題進(jìn)行深入剖析，借鑒國(guó)內(nèi)外取得的成功經(jīng)驗(yàn)，立足市級(jí)層面提出針對(duì)性建議和改進(jìn)方法，為安全生產(chǎn)責(zé)任保險(xiǎn)的應(yīng)用和推廣進(jìn)行理論上的有益嘗試。
[Abstract]:With the continuous improvement of our social production capacity and the increasing vitality of the socialist market, more and more production enterprises are put into operation, while creating a great deal of material wealth for the people, In 2012, there were 1408 major accidents, 57 major accidents, and 71983 people lost their lives in all kinds of accidents. Of these, 8469 people were killed in various kinds of production safety accidents in industrial, mining, and trade industries. It has caused great losses to the country and the people. The Party Central Committee and the State Council have attached great importance to the work of safety in production and have issued a series of policies and regulations to promote the continuous improvement of the situation of production safety and have achieved remarkable results. The responsibility insurance for production safety is one of the policies to improve the degree of safety in production. Production safety liability insurance provides strong security support for front-line production workers and the masses by means of insurance economic means. However, the responsibility insurance for production safety is still in the pilot stage because it has not been implemented for a long time. The role that can be played has not been clearly reflected. Starting from the practical operation of production safety liability insurance in salt city, through investigation, statistical analysis and summary, this paper makes a deep analysis of the problems existing in the development of liability insurance for production safety in salt city. Based on the successful experience at home and abroad and based on the city level, this paper puts forward some specific suggestions and improvement methods, and makes a useful attempt in theory for the application and promotion of production safety liability insurance.
