【摘要】：中國(guó)是一個(gè)農(nóng)業(yè)大國(guó)，又是一個(gè)人口大國(guó)。隨著我國(guó)經(jīng)濟(jì)迅速地發(fā)展，農(nóng)村的生活水平和醫(yī)療水平不斷地提高，人們的壽命也逐漸延長(zhǎng)，中國(guó)2000年已經(jīng)進(jìn)入老齡化社會(huì)，因老年人的增多，所面臨著一些不可回避的問題，其中之一就是農(nóng)村養(yǎng)老問題，這已經(jīng)成為關(guān)系到國(guó)家社會(huì)穩(wěn)定和社會(huì)發(fā)展的一個(gè)重大問題，因此，盡快建立健全農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)問題就成了當(dāng)務(wù)之急。社會(huì)養(yǎng)老保險(xiǎn)是當(dāng)代社會(huì)保障體系的核心項(xiàng)目，是農(nóng)村居民養(yǎng)老的重要保障。失去賴以生存的土地等問題使得農(nóng)村養(yǎng)老問題更為嚴(yán)重，要想保障農(nóng)村老年人安度晚年，必須有一個(gè)可行的農(nóng)村養(yǎng)老保險(xiǎn)制度。解決好農(nóng)村養(yǎng)老問題，社會(huì)保障是農(nóng)民的權(quán)利的客觀需要，而且可以保障農(nóng)村政治、經(jīng)濟(jì)、社會(huì)穩(wěn)定和經(jīng)濟(jì)持續(xù)發(fā)展，，對(duì)于統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)一體化發(fā)展，構(gòu)建和諧社會(huì)和全面建設(shè)小康社會(huì)具有重要意義。建立健全農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度成為我國(guó)農(nóng)村新形勢(shì)的必要條件。正是鑒于上述的原因，我國(guó)為建立一個(gè)符合實(shí)際的新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度，在全國(guó)范圍內(nèi)進(jìn)行了新型農(nóng)村養(yǎng)老保險(xiǎn)的試點(diǎn)工作，本文從國(guó)內(nèi)新農(nóng)保試點(diǎn)工作進(jìn)展情況分析我國(guó)養(yǎng)老保險(xiǎn)試點(diǎn)的現(xiàn)狀和問題，進(jìn)而提出了解決對(duì)策。為了保障我國(guó)農(nóng)村養(yǎng)老保險(xiǎn)試點(diǎn)工作更加完善，文章中引用了國(guó)外西方國(guó)家農(nóng)村養(yǎng)老保險(xiǎn)模式，并進(jìn)行了比較研究，分析了西方國(guó)家農(nóng)村養(yǎng)老保險(xiǎn)值得借鑒的經(jīng)驗(yàn)與對(duì)策，探索了進(jìn)一步完善新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的各項(xiàng)可行措施。
[Abstract]:China is an agricultural country, is a country with a large population. As China's rapid economic development, rural living standards and medical standards continue to improve, people's life is gradually extended, China 2000 has entered the aging society, because the increase of the elderly, facing some problems can not be avoided. One of them is the rural old-age problem, which has become a major problem related to national stability and social development, therefore, establish and perfect the rural social endowment insurance has become a pressing matter of the moment. The social endowment insurance is the core of contemporary social security system, is an important guarantee for rural residents pension. Loss of survival land makes the rural old-age problem is more serious, in order to guarantee the rural elderly, there must be a workable system of rural endowment insurance to solve the rural pension. The problem, social security is the objective need of farmers' rights, and can guarantee the rural political, economic, social stability and sustainable economic development, for the development of urban and rural economic and social integration, it is very important to build a harmonious society and building a well-off society. To establish and perfect the rural social endowment insurance system has become a necessary condition for the new situation in rural China. It is in view of the above reasons, our country to build a practical model of rural social endowment insurance system, the pilot work of new rural endowment insurance in the country, the new agricultural insurance pilot work progress analysis of the domestic status and problems of China's pension system, and puts forward the countermeasures. In order to safeguard our country rural endowment insurance pilot work more perfect, the article cited the foreign rural endowment insurance mode in western countries, and the A comparative study is made to analyze the experience and countermeasures that western countries should learn from rural endowment insurance, and explore the feasible measures to further improve the new rural social endowment insurance system.
