【摘要】:改革開(kāi)放以后,農(nóng)民的家庭養(yǎng)老方式受到前所未有的挑戰(zhàn),為解決農(nóng)村居民老有所養(yǎng)的問(wèn)題,興起于從20世紀(jì)90年代的農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策,由于制度設(shè)計(jì)存在缺陷,未能全面展開(kāi)。中央從2009年起,開(kāi)展了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)工作,這是一項(xiàng)惠民工程,更是提高和推動(dòng)我國(guó)社會(huì)保障事業(yè)健康發(fā)展的重要舉措和構(gòu)建社會(huì)主義和諧社會(huì)的必然要求。 新鄉(xiāng)市的新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)工作起步于2009年,新鄉(xiāng)市所轄8個(gè)縣(市)于2011年7月全部成為國(guó)家新農(nóng)保試點(diǎn)、城鎮(zhèn)居保國(guó)家試點(diǎn)。實(shí)現(xiàn)新農(nóng)保制度全覆蓋,,但在新農(nóng)保政策執(zhí)行過(guò)程中,還存在一些問(wèn)題,如新農(nóng)保險(xiǎn)制度與其他社保制度銜接不明確、養(yǎng)老金待遇水平低、經(jīng)辦力量不強(qiáng)、基金的保值增值壓力大等,這些問(wèn)題都在一定程度上制約著新鄉(xiāng)市新農(nóng)保工作的可持續(xù)發(fā)展。本文將在實(shí)地調(diào)查訪談的基礎(chǔ)上,總結(jié)新鄉(xiāng)市新農(nóng)保工作的發(fā)展現(xiàn)狀,研究發(fā)現(xiàn)制約新鄉(xiāng)市新農(nóng)保工作的問(wèn)題原因,在借鑒國(guó)內(nèi)外其它地區(qū)新農(nóng)保工作開(kāi)展先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合新鄉(xiāng)市的實(shí)際情況,提出進(jìn)一步提高新鄉(xiāng)市新農(nóng)保政策執(zhí)行有效性的對(duì)策建議。本文希望對(duì)新鄉(xiāng)市新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)工作事業(yè)的健康發(fā)展方面發(fā)揮積極作用,有利于加快土地流轉(zhuǎn)和解決農(nóng)村人口老齡化,有利于穩(wěn)定農(nóng)村社會(huì),促進(jìn)我省新型城鎮(zhèn)化建設(shè)全面協(xié)調(diào)可持續(xù)發(fā)展。 本研究共五章,三大部分: 第一部分(第一章)作為引言,闡述新農(nóng)保的研究背景及目的,簡(jiǎn)述國(guó)內(nèi)外在農(nóng)村養(yǎng)老保障的研究現(xiàn)狀,公共政策執(zhí)行相關(guān)理論,討論研究的重點(diǎn)和難點(diǎn)。 第二部分(第二至三章)通過(guò)對(duì)新鄉(xiāng)市新農(nóng)保工作從建立到發(fā)展過(guò)程的敘述,采用文獻(xiàn)研究法、調(diào)查訪談法,詳細(xì)說(shuō)明新鄉(xiāng)市新農(nóng)保工作開(kāi)展現(xiàn)狀及政策執(zhí)行情況。 第三部分(第四至五章)總結(jié)新鄉(xiāng)市新農(nóng)保政策執(zhí)行過(guò)程中存在的主要問(wèn)題,借鑒國(guó)內(nèi)外新型農(nóng)村養(yǎng)老保險(xiǎn)在不同地區(qū)實(shí)施經(jīng)驗(yàn),闡述影響新鄉(xiāng)市新農(nóng)保政策執(zhí)行的主要因素,同時(shí)結(jié)合政策執(zhí)行理論做出分析,最后提出解決對(duì)策和相關(guān)建議。
[Abstract]:After the reform and opening up, the farmer's family old-age support way receives the unprecedented challenge. In order to solve the problem of the rural residents having a sense of security, it sprang up from the rural social endowment insurance policy in 1990s, because the system design has the flaw, Since 2009, the Central Committee has launched a new type of rural social old-age insurance, which is a project that benefits the people. It is also an important measure to improve and promote the healthy development of social security in China and the inevitable requirement of building a harmonious socialist society. The new rural social endowment insurance in Xinxiang started on 2009. In July 2011, all the 8 counties (cities) under the jurisdiction of Xinxiang City became the national new rural insurance pilot, and the urban housing insurance national pilot. The new rural insurance system was fully covered by the new rural insurance system. However, in the process of implementing the new rural insurance policy, there are still some problems, such as the unclear connection between the new rural insurance system and other social security systems, the low level of pension treatment, the weak management power, the great pressure of maintaining and increasing the value of the fund, and so on. To some extent, these problems are restricting the sustainable development of the new rural insurance in Xinxiang. This paper will summarize the current situation of the new rural insurance in Xinxiang on the basis of field investigation and interviews. On the basis of drawing lessons from the advanced experience of other regions at home and abroad and combining with the actual situation of Xinxiang City, the paper finds out the reasons of restricting the new rural insurance work in Xinxiang City, on the basis of learning from the advanced experience of other regions at home and abroad. This paper puts forward some countermeasures and suggestions to further improve the effectiveness of the implementation of the new rural insurance policy in Xinxiang. This paper hopes to play an active role in the healthy development of the new rural social endowment insurance in Xinxiang. It is beneficial to accelerate the land circulation and solve the aging of the rural population, to stabilize the rural society and to promote the overall coordinated and sustainable development of the new urbanization construction in our province. This research has five chapters, three parts:. The first part (the first chapter) as the introduction, expounds the research background and the purpose of the new rural insurance, briefly introduces the current research situation of the rural old-age security at home and abroad, the relevant theory of the public policy implementation, discusses the focal point and the difficult point of the research. The second part (the second to the third chapter) through the new rural insurance work from the establishment to the development process of the description, using the literature research method, investigation and interview method, the Xinxiang new rural insurance work carried out the status quo and policy implementation in detail. The third part (4th to five chapters) summarizes the main problems existing in the implementation of the new rural insurance policy in Xinxiang city, and draws lessons from the experience of implementing the new rural old-age insurance in different regions at home and abroad. This paper expounds the main factors that affect the implementation of the new rural insurance policy in Xinxiang city, analyzes the policy implementation theory, and finally puts forward the countermeasures and relevant suggestions.
