【摘要】：目的:評估青島市大病救助政策實(shí)施成效,為青島市政策改革提供建議。方法:選取非小細(xì)胞肺癌、肝癌作為病種代表,實(shí)證分析大病救助政策實(shí)施對患者和醫(yī)療保險機(jī)構(gòu)的影響,評估政策實(shí)施成效。結(jié)果:政策出臺后,肺癌患者的自付比降幅為40.57%,范圍內(nèi)基金支出的壓力顯著降低;肝癌患者的自付比降幅為7.13%,范圍內(nèi)基金支出的壓力并未得到有效緩解。結(jié)論:青島市大病救助政策不僅減輕了重大疾病或罕見病患者的醫(yī)療負(fù)擔(dān),而且實(shí)現(xiàn)了醫(yī)�；鸬木�(xì)化管理,提高了基金的使用效率。
[Abstract]:Objective: to evaluate the effect of severe illness relief policy in Qingdao and to provide suggestions for policy reform in Qingdao. Methods: Non-small cell lung cancer (NSCLC) and liver cancer (HCC) were selected as the representative of the disease. Empirical analysis of the impact of the implementation of the policy on patients and medical insurance institutions to assess the effectiveness of the policy. Results: after the introduction of the policy, lung cancer patients' out-of-pocket ratio decreased by 40.57, and the pressure of fund expenditure within the scope was significantly reduced; The out-of-pocket ratio of patients with liver cancer decreased by 7.13, and the pressure of fund expenditure within the scope was not effectively alleviated. Conclusion: the policy of relief for serious illness in Qingdao not only lightens the medical burden of patients with major or rare diseases, Moreover, the fine management of the medical insurance fund is realized and the efficiency of the fund is improved.
