【摘要】：在調(diào)查全國(guó)四省共486名農(nóng)民的基礎(chǔ)上,用定量方法研究政府責(zé)任對(duì)農(nóng)民參與新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)(新農(nóng)保)的影響可以發(fā)現(xiàn),農(nóng)民對(duì)新農(nóng)保的了解程度以及政府的補(bǔ)貼均對(duì)農(nóng)民參與新農(nóng)保有促進(jìn)作用。而已參加新型農(nóng)村合作醫(yī)療的農(nóng)民卻不傾向于再參加新農(nóng)保。此外,從個(gè)體因素上來(lái)看,女性以及收入較低的農(nóng)民,較傾向于參加新農(nóng)保,而年齡、婚姻狀況、文化程度及子女?dāng)?shù)等則和參保行為無(wú)顯著性關(guān)系。有遷居城市意愿的農(nóng)民不傾向于參保。據(jù)此研究結(jié)果,政府投入對(duì)農(nóng)民參與新農(nóng)保有非常大的正面影響,因此建議政府可通過(guò)加大政策宣傳、保持補(bǔ)貼和提高補(bǔ)貼率,以及做好醫(yī)療和養(yǎng)老兩種政策的協(xié)調(diào)工作這三方面工作以促進(jìn)農(nóng)民參保。
[Abstract]:On the basis of investigation of 486 farmers in four provinces of China, it is found that the influence of government responsibility on farmers' participation in the new rural social old-age insurance can be found by quantitative method. The farmers' understanding of the new rural insurance and the government subsidies have promoted the farmers' participation in the new rural cooperative medical care, but the farmers who have participated in the new rural cooperative medical care are not inclined to participate in the new rural insurance. In addition, from the perspective of individual factors, the farmers are not inclined to participate in the new rural insurance. Women and farmers with lower income tend to participate in new rural insurance, but age, marital status, education and number of children are not significantly related to the behavior of participating in the insurance. Farmers who have the intention to move to the city do not tend to participate in the insurance. Government input has a very positive impact on farmers' participation in new farmers, so it is suggested that the government could maintain subsidies and increase subsidy rates by increasing policy advocacy. And do a good job of health care and pension policy coordination these three aspects of work to promote farmers to participate in insurance.
