【摘要】：正新醫(yī)改以來(lái),政府多次發(fā)文強(qiáng)調(diào)完善支付制度,積極探索實(shí)行按人頭付費(fèi)等方式。與其他付費(fèi)方式相比,按人頭付費(fèi)有更多的優(yōu)點(diǎn),但如果不重視操作細(xì)節(jié),它的優(yōu)點(diǎn)也難以發(fā)揮。筆者認(rèn)為必須注意以下四個(gè)方面的問(wèn)題:一是按人頭付費(fèi)是指按"定點(diǎn)"人頭付費(fèi),而非按"就診"人頭付費(fèi)。顧名思義,前者是按參保人在醫(yī)院"定點(diǎn)"的人頭數(shù)向醫(yī)院支付醫(yī)�；�,而后者是按參保人在醫(yī)院"就診"的人頭數(shù)(同
