【摘要】：目前我國正處于加快推進社會主義現(xiàn)代化建設的重要戰(zhàn)略機遇期,面對到2020年全面建成小康社會的新任務,必須穩(wěn)步推進“城鎮(zhèn)化”,構建文明、生態(tài)、和諧、宜居城市。在這一過程,必須妥善安置城中村轉(zhuǎn)型居民,保障好居民權益,使之能夠真正融入城市生活,避免“偽城鎮(zhèn)化”現(xiàn)象出現(xiàn)。而完善的養(yǎng)老保險機制能夠有效解除和預防貧困以及某些經(jīng)濟社會風險對城中村轉(zhuǎn)型居民造成的威脅,保障其生存權和發(fā)展權,能夠有效縮小社會貧富差距,實現(xiàn)社會公平,同時對發(fā)展和完善我國養(yǎng)老保險體制具有重要意義。 論文主要是針對城中村轉(zhuǎn)型中居民這一特定群體,為保障其養(yǎng)老權益,提出了構建以“2+2”模式為核心的新型居民養(yǎng)老保險機制。首先,論文介紹了城中村存在的背景及其存在的負面問題,分析了城中村轉(zhuǎn)型中居民面臨養(yǎng)老風險的原因以及這一特定群體養(yǎng)老保險的特殊性。其次,文章中對我國城中村轉(zhuǎn)型中居民養(yǎng)老保險的政策沿革做了系統(tǒng)的梳理,并以北京、天津、上海、浙江、重慶等典型地區(qū)針對城中村轉(zhuǎn)型居民所選取的養(yǎng)老保險模式進行總結、分析,發(fā)掘出養(yǎng)老保險機制存在的主要問題,包括：立法層次偏低、結構框架設計存在缺陷、構建中政府責任缺失、資金供給機制不合理、資金管理運營不成熟、對運行缺乏有力監(jiān)督。最后,通過之前的分析和借鑒,提出了創(chuàng)建以“2+2”模式為核心的新型居民養(yǎng)老保險機制,從繳費機制、賬戶設置、養(yǎng)老金運營機制、監(jiān)督機制以及支持保障體系等五個方面提出對策建議,以求創(chuàng)新出全國普遍適用的城中村轉(zhuǎn)型居民養(yǎng)老保險機制,完善我國養(yǎng)老保險體系,保障城中村居民權益,推動城鎮(zhèn)化進程,促進全面建成小康社會目標的順利實現(xiàn)。
[Abstract]:At present, our country is in the important strategic opportunity period of speeding up the construction of socialist modernization. In the face of the new task of building a well-off society in an all-round way by 2020, we must steadily promote "urbanization" and construct civilization, ecology and harmony. Livable cities. In this process, it is necessary to properly resettle the residents of the villages in cities, to safeguard the rights and interests of the residents, and to enable them to truly integrate into urban life. To avoid the phenomenon of "pseudo-urbanization." and a sound pension insurance mechanism can effectively remove and prevent poverty and certain economic and social risks to the residents of the urban village transition, and guarantee their right to survival and development. It can effectively reduce the gap between the rich and the poor, realize social equity, and at the same time, it is of great significance to the development and improvement of the endowment insurance system in China. In order to protect the pension rights and interests of the residents in the transformation of villages in the city, this paper puts forward a new type of endowment insurance mechanism with "22" mode as the core. This paper introduces the background and negative problems of the village in the city, analyzes the reasons why the residents are facing the pension risk and the particularity of the pension insurance in this particular group. The article systematically combs the policy evolution of the residents' endowment insurance in the transformation of urban villages in China, and summarizes the pension insurance model selected by the residents in the transition of urban villages in Beijing, Tianjin, Shanghai, Zhejiang, Chongqing and other typical areas. The main problems of endowment insurance mechanism are analyzed and explored, including: low legislative level, defects in structural framework design, lack of government responsibility in construction, unreasonable fund supply mechanism, immature capital management and operation. Finally, through the previous analysis and reference, a new type of resident old-age insurance mechanism based on "22" mode is put forward, which includes payment mechanism, account setting, pension operation mechanism, etc. Five aspects such as supervision mechanism and support security system are put forward in order to innovate the universal applicable old-age insurance mechanism for urban village residents, perfect the pension insurance system of our country, and protect the rights and interests of urban village residents. To promote the urbanization process and the smooth realization of the goal of building a well-off society in an all-round way.
