【摘要】：農(nóng)業(yè)保險(xiǎn)是一種重要的金融手段來(lái)規(guī)避非系統(tǒng)性農(nóng)業(yè)風(fēng)險(xiǎn),而農(nóng)險(xiǎn)也是三大支柱里的一種現(xiàn)代農(nóng)業(yè)發(fā)展,一個(gè)綠箱政策所允許的WTO規(guī)則來(lái)支持一個(gè)幼文化,有很大的福利效率和被認(rèn)為是由許多國(guó)家政府的大部分。然而,中國(guó)的農(nóng)業(yè)保險(xiǎn)已陷入一個(gè)條件的市場(chǎng)失靈,而中國(guó)加入世貿(mào)組織和農(nóng)業(yè)保險(xiǎn)需求迫切,因?yàn)殡p方的市場(chǎng)風(fēng)險(xiǎn)和自然風(fēng)險(xiǎn)。 第一部分是歷史和現(xiàn)實(shí)的農(nóng)業(yè)保險(xiǎn),由第一章至第三章構(gòu)成的。第一章闡述了本文的研究背景、意義、研究方法等；第二章闡述了農(nóng)業(yè)保險(xiǎn)相關(guān)的基本問(wèn)題,介紹了農(nóng)業(yè)保險(xiǎn)的特點(diǎn)和農(nóng)業(yè)保險(xiǎn)的性質(zhì)。第三章分析了有關(guān)農(nóng)業(yè)保險(xiǎn)實(shí)踐和經(jīng)驗(yàn),得到一些有益的啟示。第二部分是根據(jù)現(xiàn)狀分析河北省農(nóng)業(yè)保險(xiǎn),探討建立河北省農(nóng)業(yè)保險(xiǎn)制度,由第四章和第五章構(gòu)成的。第四章介紹了農(nóng)業(yè)保險(xiǎn)在中國(guó)的發(fā)展,比較客觀的評(píng)價(jià)中國(guó)和河北省農(nóng)業(yè)保險(xiǎn)存在的主要問(wèn)題,這些問(wèn)題主要是從農(nóng)業(yè)保險(xiǎn)的兩個(gè)行為主體角度來(lái)分析的。第五章主要闡述了農(nóng)業(yè)保險(xiǎn)制度的建立。河北省農(nóng)業(yè)保險(xiǎn)的目前發(fā)展是以當(dāng)?shù)卣疄榛A(chǔ),以在農(nóng)村基層建立互助合作保險(xiǎn)組織為主,以商業(yè)保險(xiǎn)為輔,最后建立多層次、多渠道支持系統(tǒng)、多主體經(jīng)營(yíng)的政策性農(nóng)業(yè)保險(xiǎn)制度。河北省農(nóng)業(yè)保險(xiǎn)商業(yè)模式應(yīng)該基于一個(gè)政府再保險(xiǎn)的規(guī)章、地方互助保險(xiǎn)為基礎(chǔ),吸收了商業(yè)保險(xiǎn)公司參與農(nóng)村保險(xiǎn)組織體系業(yè)保險(xiǎn)公司參與的農(nóng)村保險(xiǎn)組織體系,在此同時(shí)需要多渠道的支持和政府推動(dòng)和誘導(dǎo)。第三部分是提出對(duì)策來(lái)發(fā)展河北省農(nóng)業(yè)保險(xiǎn)的,是由第六章和第七章構(gòu)成的。第七章是提出政策建議來(lái)發(fā)展河北省農(nóng)業(yè)保險(xiǎn)的：積極創(chuàng)造條件,打好農(nóng)業(yè)保險(xiǎn)立法工作的基礎(chǔ)；加強(qiáng)農(nóng)業(yè)保險(xiǎn)的宣傳力度和推廣力度,來(lái)提高農(nóng)民的保險(xiǎn)意識(shí)；開(kāi)辟?gòu)V泛的農(nóng)業(yè)保險(xiǎn)基金來(lái)源和渠道；明確管理主體并且要加強(qiáng)管理職能；重視再保險(xiǎn)對(duì)農(nóng)業(yè)保險(xiǎn)的支持作用；走保險(xiǎn)與抗災(zāi)救災(zāi)相結(jié)合的道路；培養(yǎng)和建設(shè)高素質(zhì)的專業(yè)團(tuán)隊(duì)的農(nóng)業(yè)保險(xiǎn)等。
[Abstract]:Agricultural insurance is an important financial means to avoid non-systemic agricultural risks, and agricultural insurance is one of the three pillars of modern agricultural development, a green box policy allowed by the WTO rules to support a young culture. There is great welfare efficiency and is considered by many governments to be the majority. However, China's agricultural insurance has fallen into a conditional market failure, and China's accession to the WTO and the demand for agricultural insurance are urgent. Because of both the market risk and natural risk. The first part is historical and realistic agricultural insurance, which is composed of chapters one to three. The first chapter describes the background, significance and research methods of this paper; the second chapter expounds the basic problems related to agricultural insurance. This paper introduces the characteristics of agricultural insurance and the nature of agricultural insurance. The third chapter analyzes the practice and experience of agricultural insurance, and gets some useful enlightenment. The second part is to analyze agricultural insurance in Hebei Province according to the present situation. This paper discusses the establishment of agricultural insurance system in Hebei Province, which is composed of 4th chapters and 5th chapters. Chapter 4th introduces the development of agricultural insurance in China and evaluates objectively the main problems existing in agricultural insurance in China and Hebei Province. These problems are mainly analyzed from the perspective of two actors of agricultural insurance. Chapter 5th mainly expounds the establishment of agricultural insurance system. The current development of agricultural insurance in Hebei Province is based on the local government. To establish mutual assistance and cooperation insurance organizations at the rural grass-roots level, supplemented by commercial insurance, and finally to establish a multi-level and multi-channel support system. The agricultural insurance business model of Hebei Province should be based on a government reinsurance regulation and local mutual insurance. Has absorbed the participation of commercial insurance companies in the rural insurance organization system the rural insurance organization system in which insurance companies participate, At the same time, it needs multi-channel support and government promotion and guidance. The third part is to put forward countermeasures to develop agricultural insurance in Hebei Province. Chapter 7th is composed of Chapter 6th and Chapter 7th. Chapter 7th is to put forward policy suggestions to develop agricultural insurance in Hebei Province: to actively create conditions and lay a good foundation for legislation on agricultural insurance; and to strengthen the propaganda and promotion of agricultural insurance. To improve farmers' insurance awareness; to open up a wide range of sources and channels of agricultural insurance funds; to clarify the main body of management and to strengthen the management function; to attach importance to the role of reinsurance to support agricultural insurance; to take the road of combination of insurance and disaster relief; Cultivate and build a high-quality professional team of agricultural insurance and so on.
