【摘要】：農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度在農(nóng)村養(yǎng)老保障體系中占據(jù)著非常重要的地位，農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的健全，能夠?qū)崿F(xiàn)我國養(yǎng)老模式的轉(zhuǎn)變，解決老年人口的后顧之憂，可以加快實(shí)現(xiàn)我國的“老有所養(yǎng)，老有所依”可喜局面，最終實(shí)現(xiàn)社會(huì)的和諧發(fā)展。然而，我國農(nóng)村目前的形勢(shì)是人口規(guī)模巨大、經(jīng)濟(jì)基礎(chǔ)薄弱、老齡化程度不斷加深、家庭結(jié)構(gòu)單一、農(nóng)村養(yǎng)老保險(xiǎn)體系發(fā)展緩慢、政府責(zé)任的缺失、養(yǎng)老保險(xiǎn)基金籌集和管理不規(guī)范、養(yǎng)老模式的選擇不明確、制度本身存在漏洞等一些嚴(yán)重問題，針對(duì)這些問題，本文通過文獻(xiàn)研究法、理論分析、實(shí)地調(diào)查等研究方法，從實(shí)施過程和制度內(nèi)容兩方面對(duì)現(xiàn)存問題的成因予以分析，得出農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的現(xiàn)存問題成因，即制度本身的缺陷、農(nóng)民家庭收入水平低、農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的價(jià)值理念發(fā)生偏移、農(nóng)村勞動(dòng)力資源不足、法律不規(guī)范。以期在新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的實(shí)施過程中，能夠揚(yáng)長避短，，建立法律完善、政府責(zé)任明確、基金籌集方式和管理規(guī)范的新制度架構(gòu)和新發(fā)展思路，從而建立良性發(fā)展的新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)發(fā)展模式。
[Abstract]:The rural social old-age insurance system occupies a very important position in the rural old-age security system. The perfection of the rural social old-age insurance system can realize the transformation of the old-age model of our country and solve the worries of the elderly population. It can speed up the realization of the gratifying situation of "a sense of security for the elderly and the support of the elderly" in our country, and finally realize the harmonious development of the society. However, the current situation in the rural areas of our country is that the population is large, the economic base is weak, and the degree of aging is constantly deepening. There are some serious problems, such as single family structure, slow development of rural old-age insurance system, lack of government responsibility, irregular collection and management of pension fund, unclear choice of pension model, loopholes in the system itself, and so on. Through literature research, theoretical analysis, field investigation and other research methods, this paper analyzes the causes of the existing problems from two aspects of the implementation process and the content of the system, and concludes the causes of the existing problems of the rural social endowment insurance system. That is, the defects of the system itself, the low income level of farmers' families, the deviation of the value concept of the rural social endowment insurance system, the shortage of rural labor resources and the non-standard laws, with a view to implementing the new rural social old-age insurance system. The new institutional framework and new development ideas of fund raising and management standard can be established to establish a new type of rural social endowment insurance development model with benign development. It is possible to build a perfect law, clear responsibility of the government, a new institutional framework and a new development idea of fund raising and management norms.
