【摘要】：1993年,我國(guó)引入養(yǎng)老保險(xiǎn)制度,在全國(guó)城鎮(zhèn)企業(yè)推行基本養(yǎng)老保險(xiǎn)改革。企業(yè)職工參加“社會(huì)統(tǒng)籌和個(gè)人賬戶相結(jié)合”部分積累制的社會(huì)基本養(yǎng)老保險(xiǎn)；迫于改革阻力,機(jī)關(guān)和事業(yè)單位未列入改革范圍。從改革實(shí)踐和理論研究上來(lái)看,我國(guó)現(xiàn)行公務(wù)員養(yǎng)老保險(xiǎn)制度既滯后于我國(guó)當(dāng)前的經(jīng)濟(jì)社會(huì)的發(fā)展,也滯后于城鎮(zhèn)養(yǎng)老保險(xiǎn)制度體系。公務(wù)員養(yǎng)老保險(xiǎn)制度的滯后使企業(yè)職工與公務(wù)員養(yǎng)老金替代率差距大,影響了社會(huì)公平,也阻礙了人才的流動(dòng),養(yǎng)老政策的順利實(shí)施,尤其是事業(yè)單位進(jìn)入社會(huì)養(yǎng)老保險(xiǎn)制度改革后,我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度改革也逐漸被提上政府工作日程。這些年來(lái),公務(wù)員養(yǎng)老保險(xiǎn)改革工作一直處在“試而不定”的狀態(tài),如何加大力度推進(jìn)公務(wù)員養(yǎng)老保險(xiǎn)制度改革,不僅僅是完善公務(wù)員制度,促進(jìn)政府改革的內(nèi)在要求,更是我國(guó)建立完整的社會(huì)保障體系的必然要求,構(gòu)建社會(huì)主義和諧社會(huì)的時(shí)代使命。 本文以社會(huì)保障專(zhuān)業(yè)理論為基礎(chǔ),通過(guò)查閱國(guó)內(nèi)外的相關(guān)文獻(xiàn),發(fā)掘我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度本身的缺陷；列舉海南、西安、深圳等具有一定代表性的政府實(shí)施現(xiàn)狀分析公務(wù)員養(yǎng)老保險(xiǎn)制度改革過(guò)程中存在的問(wèn)題；了解部分不完善的配套制度,包括退休制度、薪酬制度以及職業(yè)分類(lèi)制度對(duì)公務(wù)員養(yǎng)老保險(xiǎn)制度的影響。并通過(guò)對(duì)比分析和規(guī)范分析對(duì)法國(guó)、新加坡及美國(guó)聯(lián)邦公務(wù)員養(yǎng)老保險(xiǎn)制度的分析研究,希望能夠?yàn)槲覈?guó)公務(wù)員養(yǎng)老保險(xiǎn)改革提出一些探索性的建議意見(jiàn)。 本文主要分為四個(gè)部分：第一部分提出問(wèn)題,包括論文的研究背景和研究意義、國(guó)內(nèi)外研究現(xiàn)狀及研究方法。第二部分分析問(wèn)題,通過(guò)對(duì)我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度的調(diào)查,以及對(duì)我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度存在的問(wèn)題進(jìn)行分析,分析出現(xiàn)問(wèn)題主要的原因,第三部分結(jié)合國(guó)外公務(wù)員養(yǎng)老保險(xiǎn)制度改革政策和過(guò)程的分析,尋找共同點(diǎn)和結(jié)合點(diǎn),并吸取我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)改革經(jīng)驗(yàn)教訓(xùn),第四部分提出相對(duì)系統(tǒng)的政策意見(jiàn)建議。 本文共圖3幅,表2張,參考文獻(xiàn)共計(jì)50篇。
[Abstract]:In 1993, our country introduced the old-age insurance system to carry out the reform of the basic old-age insurance in the national urban enterprises. The employees of the enterprises participated in the social basic old-age insurance system which was partly accumulated by the combination of social planning and personal accounts. Organs and institutions are not included in the scope of the reform. From the point of view of reform practice and theoretical research, the current pension insurance system for civil servants in China is lagging behind the current economic and social development of our country. It also lags behind the urban old-age insurance system. The lag of the old-age insurance system for civil servants causes a large gap between the replacement rate of pension for enterprise workers and civil servants, affects social equity, also hinders the flow of talents, and the smooth implementation of the pension policy. Especially after the institutions entered the reform of the social endowment insurance system, the reform of the civil servant pension insurance system in our country has gradually been put on the government's work agenda. In recent years, the reform of the civil servant pension insurance system has been in a state of "trial and uncertainty". How to promote the reform of the pension insurance system for civil servants is not only the inherent requirement of perfecting the civil service system and promoting the reform of the government, but also the inevitable requirement of establishing a complete social security system in our country. The mission of constructing a harmonious socialist society. Based on the professional theory of social security, this paper explores the defects of the pension insurance system of civil servants in China by consulting the relevant literature at home and abroad. Shenzhen and other representative governments have analyzed the problems existing in the process of the reform of the pension insurance system for civil servants, and learned about some imperfect supporting systems, including the retirement system. The impact of salary system and occupational classification system on the pension insurance system of civil servants, and through comparative analysis and normative analysis of France, Singapore and the United States federal civil service pension insurance system analysis and research, Hope to be able to put forward some exploratory suggestions for the reform of pension insurance for civil servants in our country. This paper is divided into four parts: the first part puts forward the questions, including the research background and significance of the paper, the research status and research methods at home and abroad. The second part analyzes the problems, through the investigation of the pension insurance system of civil servants in China. As well as the analysis of the problems existing in the pension insurance system of civil servants in China, the main reasons for the problems are analyzed. The third part combines the analysis of the policies and processes of the reform of the pension insurance system of foreign civil servants to find common ground and joint points. And draw lessons from the reform of pension insurance in China's institutions, 4th part of the relative system of policy advice. This paper is composed of 3 pictures, 2 tables and 50 references.
