【摘要】：目的 :分析職工醫(yī)保制度對縮小不同收入人群衛(wèi)生服務利用差距的影響。方法 :利用黑龍江省衛(wèi)生服務調(diào)查中職工醫(yī)保的數(shù)據(jù)進行分析。結(jié)果 :2013年城鎮(zhèn)職工最低收入組的住院率是最高收入組的1.91倍;最低和較低收入組的應住院而未住院率分別是最高收入組的1.41倍和1.78倍;住院自付比是較高收入組的1.36倍和1.48倍。結(jié)論 :城鎮(zhèn)職工醫(yī)保制度覆蓋面與補償力度的增加,改善了低收入人群的衛(wèi)生服務利用,但仍未能從根本上消除其服務利用的經(jīng)濟障礙,應強化消除低收入人群公平性差距的醫(yī)保制度設(shè)計。
[Abstract]:Objective: to analyze the effect of employee medical insurance system on narrowing the gap of health service utilization among people with different income. Methods: using the data of health service survey in Heilongjiang province to analyze the health insurance system of workers and staff. Results: in 2013, the employment in cities and towns. The hospitalization rate in the lowest income group was 1.91 times higher than that in the highest income group; The hospitalization rate of the lowest and lower income group was 1.41 times and 1.78 times higher than that of the highest income group respectively, and the hospitalization out-of-pocket ratio was 1.36 times and 1.48 times higher than that of the higher income group. The health service utilization of low-income people has been improved, but the economic obstacle of service utilization has not been eliminated fundamentally. Therefore, the design of medical insurance system should be strengthened to eliminate the equity gap among low-income people.
