【摘要】：中國(guó)高等教育已從原來的精英教育轉(zhuǎn)變?yōu)榇蟊娊逃?它的發(fā)展目標(biāo)也演繹為更好的滿足民眾的教育需求、解決整個(gè)社會(huì)教育資源短缺的問題,基于此,國(guó)內(nèi)高校斥巨資進(jìn)行新校區(qū)建設(shè),竭盡所能的拓展發(fā)展空間,增加教育資源。但是在建設(shè)過程中,國(guó)內(nèi)高校對(duì)各種潛在的風(fēng)險(xiǎn)缺少足夠的認(rèn)識(shí),以至于產(chǎn)生巨額負(fù)債,甚至出現(xiàn)破產(chǎn)危機(jī)。對(duì)于工程項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)研究,目前已經(jīng)具有一定成果,但是工程項(xiàng)目建設(shè)類型眾多,對(duì)于高職院校這種非盈利的公共機(jī)構(gòu)風(fēng)險(xiǎn)管理理論研究較少,缺少完善的評(píng)價(jià)指標(biāo)體系,風(fēng)險(xiǎn)評(píng)價(jià)方法往往缺乏系統(tǒng)性。如何建立更為適合高校新校區(qū)建設(shè)風(fēng)險(xiǎn)指標(biāo)體系,并運(yùn)用更為合理的方法進(jìn)行評(píng)價(jià),顯得尤為重要。本文在相關(guān)風(fēng)險(xiǎn)評(píng)價(jià)理論研究的基礎(chǔ)上,對(duì)M職業(yè)技術(shù)學(xué)院新校區(qū)建設(shè)風(fēng)險(xiǎn)進(jìn)行了識(shí)別和分析,找出了主要的風(fēng)險(xiǎn)因素。在大量總結(jié)目前研究的基礎(chǔ)上建立了更為合理的指標(biāo)體系,對(duì)M職業(yè)技術(shù)學(xué)院新校區(qū)建設(shè)風(fēng)險(xiǎn)進(jìn)行評(píng)價(jià)。所得指標(biāo)權(quán)重更加客觀,利用隸屬度統(tǒng)一了模糊指標(biāo)的量綱。最終得出了M職業(yè)技術(shù)學(xué)院新校區(qū)建設(shè)風(fēng)險(xiǎn)評(píng)價(jià)為低風(fēng)險(xiǎn)的結(jié)論,最后結(jié)合評(píng)價(jià)過程和結(jié)果對(duì)M職業(yè)技術(shù)學(xué)院新校區(qū)建設(shè)存在的問題提出了有針對(duì)性的措施。本研究成果也為其它高校,特別是高職院校相同項(xiàng)目建設(shè)風(fēng)險(xiǎn)管理提供參考。
[Abstract]:China's higher education has changed from elite education to mass education, and its development goal is to better meet the educational needs of the people and solve the shortage of educational resources in the whole society. Domestic colleges and universities spend a lot of money on the construction of new campuses, do their best to expand the space for development and increase educational resources. However, in the process of construction, domestic colleges and universities lack enough understanding of all kinds of potential risks, so that there are huge debts and even bankruptcy crisis. At present, there are some achievements in the research of project risk assessment, but there are many types of engineering project construction. There are few studies on the risk management theory of non-profit public institutions in higher vocational colleges, and there is a lack of a perfect evaluation index system. Risk assessment methods are often lack of systematicness. How to establish a more suitable risk index system for the construction of new campus in colleges and universities, and use more reasonable methods to evaluate, it is particularly important. Based on the theoretical research of risk assessment, this paper identifies and analyzes the risk of the construction of the new campus of M Vocational and Technical College, and finds out the main risk factors. On the basis of summing up a large number of current studies, a more reasonable index system is established to evaluate the risk of the construction of the new campus of M Vocational and Technical College. The weight of the index is more objective, and the dimension of fuzzy index is unified by membership degree. Finally, it is concluded that the risk assessment of the new campus construction of M Vocational and Technical College is low risk. Finally, combined with the evaluation process and results, this paper puts forward some targeted measures for the problems existing in the construction of the new campus of M Vocational and Technical College. The results of this study also provide reference for other colleges and universities, especially higher vocational colleges, for the same project construction risk management.
