20世紀(jì)90年代以來臺(tái)灣中等職業(yè)教育改革研究

【摘要】:臺(tái)灣的中等職業(yè)教育經(jīng)過一百多年的發(fā)展,形成了鮮明的特色,有力地推動(dòng)了臺(tái)灣的社會(huì)進(jìn)步與經(jīng)濟(jì)發(fā)展。不過,臺(tái)灣當(dāng)局通過行政干預(yù)強(qiáng)制劃分普通高中與高級(jí)職業(yè)學(xué)校的招生比例,以確保臺(tái)灣社會(huì)擁有豐沛中低級(jí)基層勞動(dòng)力的做法也備受爭議。20世紀(jì)90年代以來,在政治體制變遷、經(jīng)濟(jì)人口結(jié)構(gòu)變化和國際教育改革思潮的共同影響下,臺(tái)灣開始了有史以來最大規(guī)模的教育改革。高級(jí)職業(yè)學(xué)校由于其行政主導(dǎo)、工具性及粗放發(fā)展等特點(diǎn)與教改提倡的“教育松綁”、人本主義及多元主義理念嚴(yán)重沖突,成為教育改革意欲“革”除的部分。按照最初的教改計(jì)劃,臺(tái)灣地區(qū)的絕大多數(shù)高級(jí)職業(yè)學(xué)校都應(yīng)當(dāng)轉(zhuǎn)型為綜合高中,余下極少部分辦學(xué)特色突出、成效顯著的高級(jí)職業(yè)學(xué)校則轉(zhuǎn)型為技藝高中,最終“讓高職成為歷史名詞”。然而,綜合高中十多年來的實(shí)踐成果并未達(dá)到預(yù)期的效果,臺(tái)灣教育行政當(dāng)局也不斷地修正對(duì)于高級(jí)職業(yè)學(xué)校的規(guī)劃定位。同時(shí),教改的沖擊雖然使一部分高級(jí)職業(yè)學(xué)校選擇了轉(zhuǎn)型甚至是退場,但是也有不少學(xué)校在沖擊中探索出一些行之有效地提升辦學(xué)水平的措施,用自身的實(shí)踐證明了中等職業(yè)教育存在的必要與發(fā)展的可能。兩岸之間一衣帶水、同文同種,臺(tái)灣中等職業(yè)教育曾經(jīng)的發(fā)展改革歷程可以給我們提供有益的借鑒和啟示。
[Abstract]:After more than 100 years of development, Taiwan's secondary vocational education has formed distinct characteristics and promoted Taiwan's social progress and economic development. However, it is also controversial that the Taiwan authorities, through administrative intervention, force the proportion of enrollment between ordinary high schools and senior vocational schools to ensure that Taiwan society has a good supply of middle-low and grass-roots workers. Since the 1990s, Under the influence of the change of political system, the change of economic population structure and the trend of thought of international education reform, Taiwan began the largest educational reform ever. Because of its characteristics of administrative leading, instrumentality and extensive development, the higher vocational school is in serious conflict with the educational reform's "education untying" and the humanistic and pluralistic ideas, which become the part of educational reform intention "revolution". According to the original educational reform plan, the vast majority of senior vocational schools in Taiwan should be transformed into comprehensive high schools, and few of the remaining advanced vocational schools have outstanding characteristics, while highly effective advanced vocational schools have been transformed into technical high schools. Finally, let higher vocational education become a historical term. However, the practical results of comprehensive senior high school over the past ten years have not achieved the expected results, and the Taiwan Education Administration has constantly revised the planning orientation of advanced vocational schools. At the same time, although the impact of educational reform has made some senior vocational schools choose to transform or even leave the field, many schools have explored some effective measures to improve the level of running schools. The necessity and possibility of development of secondary vocational education have been proved by its own practice. The course of development and reform of secondary vocational education in Taiwan can provide us with useful reference and inspiration.
