廣東中等職業(yè)教育可持續(xù)發(fā)展問題研究

【摘要】:改革開放以來,歷屆廣東省委、省政府高度重視職業(yè)技術(shù)教育,堅(jiān)持“以服務(wù)為宗旨,以就業(yè)為導(dǎo)向”的思路,采取有力措施,推動(dòng)職業(yè)技術(shù)教育長足發(fā)展,服務(wù)經(jīng)濟(jì)社會(huì)的能力明顯增強(qiáng)!笆叽蟆眻(bào)告明確指出:優(yōu)化教育結(jié)構(gòu),促進(jìn)義務(wù)教育均衡發(fā)展,加快普及高中階段教育,大力發(fā)展職業(yè)教育,提高高等教育質(zhì)量。在近三十年的時(shí)間里,廣東職業(yè)教育實(shí)現(xiàn)了跨越式發(fā)展,無論是職業(yè)院校的數(shù)量,還是招生規(guī)模都在不斷地增加和擴(kuò)大,為廣東經(jīng)濟(jì)社會(huì)發(fā)展培養(yǎng)了大量技能型人才。可以說,廣東職業(yè)教育是廣東經(jīng)濟(jì)社會(huì)發(fā)展的有力支撐,特別是對(duì)珠江三角洲地區(qū)而言,其區(qū)域內(nèi)的大量職業(yè)院校為區(qū)域經(jīng)濟(jì)發(fā)展輸送了大批高素質(zhì)技能人才。 然而,隨著珠三角地區(qū)產(chǎn)業(yè)結(jié)構(gòu)的不斷升級(jí)和調(diào)整,廣東中等職業(yè)教育現(xiàn)有的人才培養(yǎng)模式及發(fā)展模式已不適應(yīng)區(qū)域經(jīng)濟(jì)發(fā)展的需要。所以,在廣東中等職業(yè)教育已進(jìn)入辦學(xué)規(guī)模和招生規(guī)?焖贁U(kuò)張的階段,研究如何使廣東中等職業(yè)教育在注重外延擴(kuò)張的同時(shí),實(shí)現(xiàn)向內(nèi)涵式發(fā)展模式的轉(zhuǎn)變,從而確保中等職業(yè)教育在規(guī)模、結(jié)構(gòu)、質(zhì)量和效益上的協(xié)調(diào),最終走向可持續(xù)發(fā)展道路,具有極其重要的現(xiàn)實(shí)意義。就廣東中等職業(yè)教育發(fā)展現(xiàn)狀來看,其教育質(zhì)量和特色越來越受到關(guān)注。在近三十年的發(fā)展過程中,廣東中等職業(yè)教育一直在勇于改革和創(chuàng)新,但是在實(shí)際的發(fā)展中,仍然存在不少問題亟待解決。 因此,,本文主要做了以下研究工作: 1.結(jié)合廣東經(jīng)濟(jì)發(fā)展實(shí)際,特別是珠江三角洲地區(qū)經(jīng)濟(jì)發(fā)展需要,提出了廣東中等職業(yè)教育可持續(xù)發(fā)展的理論意義與現(xiàn)實(shí)意義,綜述國內(nèi)外中等職業(yè)教育發(fā)展的相關(guān)研究成果,同時(shí)介紹本研究的研究方法、視角和創(chuàng)新點(diǎn)。 2.在界定相關(guān)概念“可持續(xù)發(fā)展”、“中等職業(yè)教育可持續(xù)發(fā)展”核心概念與內(nèi)涵的基礎(chǔ)上,闡述中等職業(yè)教育可持續(xù)發(fā)展的指導(dǎo)思想及理論基礎(chǔ)。 3.在分析廣東中等職業(yè)教育發(fā)展現(xiàn)狀的基礎(chǔ)上,探究廣東中等職業(yè)教育可持續(xù)發(fā)展的重要作用及意義。 4.通過對(duì)廣東中等職業(yè)院校進(jìn)行個(gè)案研究,探究廣東中等職業(yè)教育可持續(xù)發(fā)展的背景以及廣東中等職業(yè)教育可持續(xù)發(fā)展的基礎(chǔ)與需求。 5.在闡述廣東中等職業(yè)教育可持續(xù)發(fā)展現(xiàn)狀與意義的基礎(chǔ)上,從培養(yǎng)高素質(zhì)勞動(dòng)力的能力、推動(dòng)中等職業(yè)教育持續(xù)發(fā)展的能力、促進(jìn)區(qū)域經(jīng)濟(jì)持續(xù)發(fā)展的能力三方面出發(fā),對(duì)廣東中等職業(yè)教育可持續(xù)發(fā)展能力進(jìn)行評(píng)價(jià),最后提出了促進(jìn)廣東中等職業(yè)教育可持續(xù)發(fā)展的措施。 6.概括和提煉本文的研究結(jié)論,主要包括文章研究得出的主要結(jié)論及研究的不足。
[Abstract]:Since the reform and opening up, the Guangdong Provincial Party Committee and the provincial government have attached great importance to vocational and technical education, adhered to the idea of "serving as the purpose, taking employment as the guide", and adopted effective measures to promote the rapid development of vocational and technical education. The ability to serve the economy and society has increased significantly. The report of the 17th National Congress clearly points out: optimize the educational structure, promote the balanced development of compulsory education, speed up the popularization of high school education, vigorously develop vocational education, and improve the quality of higher education. In the past 30 years, Guangdong vocational education has achieved leap-forward development, both in the number of vocational colleges and the size of enrollment are constantly increasing and expanding, training a large number of skilled talents for the economic and social development of Guangdong. It can be said that Guangdong vocational education is a strong support for Guangdong's economic and social development, especially for the Pearl River Delta region, a large number of vocational colleges and universities in the region for the regional economic development of a large number of high-quality skilled personnel. However, with the continuous upgrading and adjustment of the industrial structure in the Pearl River Delta region, the existing talents training model and development model of secondary vocational education in Guangdong Province are no longer suitable for the needs of regional economic development. Therefore, in Guangdong secondary vocational education has entered the stage of rapid expansion of the scale of running schools and enrollment, the study on how to make Guangdong secondary vocational education pay attention to the extension of expansion, at the same time to realize the transformation of the implicit development model. Therefore, it is of great practical significance to ensure the coordination of scale, structure, quality and benefit of secondary vocational education and finally to the road of sustainable development. According to the development of secondary vocational education in Guangdong Province, the quality and characteristics of secondary vocational education have been paid more and more attention. In the past 30 years, secondary vocational education in Guangdong has always been bold in reform and innovation, but in the actual development, there are still many problems to be solved. Therefore, this paper mainly does the following research work: 1. Combined with the reality of Guangdong's economic development, especially the needs of economic development in the Pearl River Delta region, this paper puts forward the theoretical and practical significance of the sustainable development of secondary vocational education in Guangdong, and summarizes the relevant research results of the development of secondary vocational education at home and abroad. At the same time, the research method, perspective and innovation of this study are introduced. 2. On the basis of defining the core concepts of "sustainable development" and "sustainable development of secondary vocational education", this paper expounds the guiding ideology and theoretical basis of sustainable development of secondary vocational education. Based on the analysis of the current situation of the development of secondary vocational education in Guangdong Province, this paper probes into the important role and significance of the sustainable development of secondary vocational education in Guangdong Province. Through the case study of secondary vocational colleges in Guangdong, this paper probes into the background of sustainable development of secondary vocational education in Guangdong and the foundation and demand of sustainable development of secondary vocational education in Guangdong. On the basis of expounding the present situation and significance of the sustainable development of secondary vocational education in Guangdong, this paper starts from three aspects: cultivating the ability of high quality labor force, promoting the ability of sustainable development of secondary vocational education, and promoting the sustainable development of regional economy. This paper evaluates the ability of sustainable development of secondary vocational education in Guangdong Province, and finally puts forward some measures to promote the sustainable development of secondary vocational education in Guangdong province. Summarize and refine the research conclusions of this paper, mainly including the main conclusions and shortcomings of the research.
