“十二五”以來我國職業(yè)教育重大政策舉措評估報告

【摘要】:中國正在舉辦著世界最大規(guī)模的職業(yè)教育,這個龐大的系統(tǒng)在同整個國家一道加快邁向現(xiàn)代化的進程。政府主導是中國職業(yè)教育發(fā)展的主要方式,政策推進是政府主導的主要內(nèi)容。回顧改革開放以來我國職業(yè)教育發(fā)展與政策推動情況,分析和總結(jié)我國職業(yè)教育政策推動的主要特點和體系構(gòu)架,為展開政策討論提供邏輯基礎(chǔ);遴選和判斷"十二五"以來國家出臺的重大職業(yè)教育政策,并對其政策系統(tǒng)進行分析,建立起國家戰(zhàn)略—政策要點—具體措施之間的關(guān)系;對遴選出的6方面重大政策的執(zhí)行成效做出分析評價,找出問題及其原因,提出改進建議,并在此基礎(chǔ)上對中國職業(yè)教育政策推進情況做出總體分析評價;研究未來一個時期我國職業(yè)教育的政策走向,為提出重大政策建議提供分析基礎(chǔ);對未來一個時期職業(yè)教育的政策設計與推動提出建議,包括對一些重大戰(zhàn)略做出轉(zhuǎn)型調(diào)整的建議和主要政策包組成內(nèi)容的建議。
[Abstract]:China is hosting the world's largest vocational education, a vast system that is working with the entire country to speed up the process of modernization. Government-leading is the main way to develop vocational education in China, and policy promotion is the main content of government-leading. This paper reviews the development and policy promotion of vocational education in China since the reform and opening up, analyzes and summarizes the main characteristics and system framework of the policy promotion of vocational education in China, and provides a logical basis for the policy discussion. To select and judge the important vocational education policy issued by our country since the 12th Five-Year Plan, and to analyze its policy system, and to establish the relationship between national strategy, policy essentials and concrete measures; On the basis of analyzing and evaluating the implementation effect of the six major policies, finding out the problems and their causes, and putting forward some suggestions for improvement, the author makes an overall analysis and evaluation on the advancement of China's vocational education policy. This paper studies the policy trend of vocational education in China in a certain period in the future, and provides an analytical basis for putting forward major policy suggestions, and puts forward some suggestions on the policy design and promotion of vocational education in a future period. These include proposals for transformational adjustments to major strategies and recommendations for the composition of major policy packages.
