高職教育動員式治理及其非預(yù)期效果

【摘要】:動員式治理是指治理主體主要通過動員的方式集中各類資源,進(jìn)而達(dá)成各項治理任務(wù),以實現(xiàn)治理目標(biāo)的一種治理方式。對于高職教育,近年來國家陸續(xù)實施的國家示范性高職院校建設(shè)、骨干高職院校建設(shè)等項目以及地方政府開展的一些建設(shè)項目都是動員式治理的一種體現(xiàn)。動員式治理對于提高高職辦學(xué)質(zhì)量起到了促進(jìn)作用,但也出現(xiàn)了與政策預(yù)期相反的非預(yù)期效果,如政策預(yù)期的理性與實際建設(shè)的盲目;政策預(yù)期的主動與實際建設(shè)中的盲從;政策預(yù)期的連續(xù)與實際建設(shè)中的斷裂;政策預(yù)期的整體與實際建設(shè)中的碎片化發(fā)展;政策預(yù)期的強刺激與實際建設(shè)中的遞減效應(yīng)等等。不斷重復(fù)動員式治理的方式將使治理變得不可持續(xù),為保持高職教育的健康發(fā)展,需要國家與高職院校尋求進(jìn)一步的解決之道。
[Abstract]:Mobilization governance is a kind of governance mode in which the main body of governance concentrates all kinds of resources by means of mobilization and then achieves various governance tasks in order to achieve the goal of governance. For higher vocational education, the national exemplary higher vocational college construction, the backbone vocational college construction and some construction projects carried out by the local government in recent years are the embodiment of mobilizing governance. Mobilization governance has promoted the quality of higher vocational education, but there are also unexpected effects contrary to policy expectations, such as the rationality of policy expectation and the blindness of actual construction, the initiative of policy expectation and the blind adherence in actual construction. The continuity of policy expectation and the breakage of actual construction; the whole of policy expectation and the fragmented development in actual construction; the strong stimulus of policy expectation and the decreasing effect in actual construction etc. In order to maintain the healthy development of higher vocational education, it is necessary for the government and higher vocational colleges to seek further solutions.
