當(dāng)前河南省職業(yè)教育集團(tuán)發(fā)展過(guò)程中的問(wèn)題與對(duì)策研究

【摘要】:20世紀(jì)90年代初,伴隨職業(yè)教育的快速發(fā)展,以相關(guān)院校與合作企業(yè)為主體,以行政區(qū)域或行業(yè)領(lǐng)域?yàn)閯澐譃樾问,以相互促進(jìn)、利益共贏為基本共建原則的職業(yè)教育集團(tuán)也開(kāi)始在我國(guó)應(yīng)運(yùn)而生。跨入21世紀(jì)以后,隨著國(guó)家發(fā)出大力發(fā)展職業(yè)教育的號(hào)召,特別是2005年全國(guó)職教會(huì)上《國(guó)務(wù)院關(guān)于大力發(fā)展職業(yè)教育的決定》進(jìn)一步提出要“推動(dòng)公辦職業(yè)學(xué)校資源整合和重組、走規(guī);⒓瘓F(tuán)化、連鎖化辦學(xué)的路子”,職業(yè)教育集團(tuán)的發(fā)展更是態(tài)勢(shì)強(qiáng)勁,幾乎各省區(qū)都出現(xiàn)了各種不同類型的職業(yè)教育集團(tuán)。目前,北京、上海、天津、河南、廣東等多個(gè)省市職業(yè)教育集團(tuán)數(shù)量和規(guī)模發(fā)展均呈現(xiàn)良好勢(shì)態(tài),而河南省憑借職業(yè)教育發(fā)展的獨(dú)有特色受到了教育部的高度評(píng)價(jià)。 本論文就職業(yè)教育集團(tuán)建設(shè)情況進(jìn)行研究,通過(guò)對(duì)河南省內(nèi)的職業(yè)教育集團(tuán)建設(shè)進(jìn)行調(diào)查、對(duì)比,提出符合科學(xué)發(fā)展觀和實(shí)際情況的建設(shè)發(fā)展的觀點(diǎn),為集團(tuán)科學(xué)化發(fā)展提供理論支持。 通過(guò)調(diào)查發(fā)現(xiàn)職業(yè)教育的規(guī)模化、連鎖化的辦學(xué)理念已深入人心,極大的提高了集團(tuán)學(xué)校和企業(yè)的知名度,校校合作、校企合作的模式不斷創(chuàng)新,推進(jìn)了職業(yè)教育更好地為社會(huì)服務(wù)。 經(jīng)過(guò)研究,職業(yè)教育集團(tuán)成員單位的深度合作和共贏互利要想實(shí)現(xiàn),集團(tuán)的各個(gè)相關(guān)利益方均必須積極起來(lái),找到能夠?qū)嶋H合作的切入點(diǎn),扮演好自己的角色,只有共同努力才能實(shí)現(xiàn)利益的最大化。政府在集團(tuán)化發(fā)展過(guò)程中的作用,決不能因市場(chǎng)導(dǎo)向而弱化。政府在集團(tuán)化辦學(xué)的過(guò)程中,,始終具有基礎(chǔ)性和先導(dǎo)性的作用,但這種作用應(yīng)有別于以往的作用模式,政府和主管部門(mén)應(yīng)當(dāng)更多地在促進(jìn)職業(yè)學(xué)校增強(qiáng)市場(chǎng)意識(shí),健全內(nèi)部適應(yīng)市場(chǎng)的機(jī)制,增強(qiáng)職業(yè)學(xué)校參與市場(chǎng)的實(shí)力和能力以及有效地促進(jìn)職業(yè)學(xué)校間的合作等方面發(fā)揮更大的作用。在職業(yè)教集團(tuán)的平臺(tái)上:企業(yè)不能只注重眼前利益,要有長(zhǎng)遠(yuǎn)規(guī)劃。企業(yè)要有主動(dòng)合作的愿望。這是校企合作共建職業(yè)教育集團(tuán)朝縱深發(fā)展的重要條件。校企合作前提是你情我愿,不能“剃頭挑子一頭熱”。校企合作組建職業(yè)教育集團(tuán)要努力實(shí)現(xiàn)校企雙方共贏,這是校企合作的基本點(diǎn)。企業(yè)以追求盈利為目的,校企合作共建職業(yè)教育集團(tuán)不能建立在“支持教育”、“熱心公益”的基點(diǎn)之上。而是要尋求“雙贏”的基點(diǎn),優(yōu)勢(shì)互補(bǔ)、互助互利。而企業(yè)的資金、設(shè)備投入也應(yīng)該至少可以得到相應(yīng)的各種回報(bào),學(xué)校應(yīng)該積極了解企業(yè)所需,主動(dòng)調(diào)整課程體系,開(kāi)發(fā)新專業(yè),急企業(yè)用人所需,量體裁衣,這樣不僅提高企業(yè)的參與熱情,還可以爭(zhēng)取更多的企業(yè)支持。在校企合作的道路上,應(yīng)該引入“校企一體化”的理念,將原來(lái)淺層次的“校企合作”升級(jí)到“校企共同體”。突破淺層次的校企合作,它由“兩家”的“合作”走向了“一家”的“一體”,形成共同愿景、共構(gòu)組織、共同建設(shè)、共同管理、共享成果、共擔(dān)風(fēng)險(xiǎn),只有這樣才能達(dá)到校企合作的理想狀態(tài),進(jìn)而能幫助集團(tuán)實(shí)現(xiàn)良性運(yùn)作,真正實(shí)現(xiàn)集團(tuán)各相關(guān)利益方互利共贏的目的。
[Abstract]:In the early 1990s, along with the rapid development of Vocational education, the vocational education group, which takes the relevant colleges and cooperative enterprises as the main body, divides into administrative regions or trade fields, promotes each other, and takes the principle of mutual benefit and win-win as the basic principle of co-construction, began to emerge in China. After entering the 21st century, along with the country launched a vigorous development of posts. The call for Vocational education, especially the decision of the State Council on the vigorous development of vocational education made by the National Vocational Church in 2005, further put forward the idea of "promoting the integration and reorganization of resources in public vocational schools, taking the path of large-scale, collectivization and chain-running". The development of vocational education groups is even more vigorous, and almost all provinces and autonomous regions have appeared. At present, the number and scale of vocational education groups in Beijing, Shanghai, Tianjin, Henan, Guangdong and other provinces and municipalities are developing well. Henan Province has been highly praised by the Ministry of Education for its unique characteristics of vocational education development.
This paper studies the construction of vocational education groups, through the investigation and comparison of the construction of vocational education groups in Henan Province, puts forward the view of construction and development in line with the scientific concept of development and the actual situation, and provides theoretical support for the scientific development of the group.
Through the investigation, it is found that the scale and chain of vocational education have been deeply rooted in the hearts of the people, greatly improving the popularity of the group schools and enterprises, School-School cooperation, school-enterprise cooperation model innovation, and promote vocational education to better serve the community.
Through the study, if we want to realize the deep cooperation and win-win and mutual benefit of the member units of the vocational education group, all the relevant stakeholders of the group must actively find the entry point of practical cooperation and play their role well. Only by joint efforts can we realize the maximization of interests. The role of the government in the process of the development of the group must never be changed. The government has always played a fundamental and leading role in the process of running schools in groups, but this role should be different from the previous mode of action. The government and the competent departments should be more in promoting vocational schools to enhance market awareness, improve the internal mechanism of adapting to the market, and enhance the participation of vocational schools in the market. On the platform of vocational education group, enterprises should not only pay attention to immediate interests, but also have long-term planning. Enterprises should have the desire to cooperate actively. This is an important condition for the cooperation between schools and enterprises to build vocational education groups to develop in depth. The basic point of school-enterprise cooperation is to strive for win-win cooperation between schools and enterprises. Enterprises aim at seeking profits, and school-enterprise cooperation in building vocational education groups can not be based on "supporting education" and "enthusiastic public welfare". In order to seek the basis of "win-win" and complement each other's advantages, the investment of capital and equipment should be at least reciprocated. Schools should actively understand the needs of enterprises, actively adjust the curriculum system, develop new majors, urgently meet the needs of enterprises and tailor their clothes accordingly. This will not only enhance the enthusiasm of enterprises to participate, but also improve their participation. On the road of school-enterprise cooperation, we should introduce the concept of "school-enterprise integration", upgrade the original shallow level of "school-enterprise cooperation" to "school-enterprise community". Breaking through the shallow level of school-enterprise cooperation, it has changed from "cooperation" of "two" to "integration" of "one", forming a common vision and forming a group together. Only in this way can we achieve the ideal state of school-enterprise cooperation, and then help the group to realize the benign operation, and truly achieve the goal of mutual benefit and win-win for all relevant stakeholders of the group.
