【摘要】：混合所有制職業(yè)院校的治理屬于單邊治理,這是由混合所有制職業(yè)院校的權(quán)力來源、資本構(gòu)成和運行方式?jīng)Q定的,這種單邊治理已經(jīng)陷入困境。基于利益相關(guān)者向混合所有制職業(yè)院校投入了專用性資產(chǎn)等原因,混合所有制職業(yè)院校應(yīng)該由單邊治理向共同治理進行轉(zhuǎn)型,這樣有利于改善混合所有制職業(yè)院校的決策,有利于增強混合所有制職業(yè)院校的監(jiān)督,有利于確�；旌纤兄坡殬I(yè)院校的公益性�；旌纤兄坡殬I(yè)院校對董事會領(lǐng)導(dǎo)下的校長負責(zé)制進行改造,應(yīng)健全董事會制度,完善監(jiān)事會制度,處理好黨委會與董事會、職代會與董事會、工會與校長的關(guān)系。
[Abstract]:The governance of vocational colleges and universities under mixed ownership belongs to unilateral governance, which is determined by the source of power, capital composition and operation mode of vocational colleges and universities under mixed ownership. Because the stakeholders have invested special assets into the mixed ownership vocational colleges and universities, the mixed ownership vocational colleges and universities should be transformed from unilateral governance to joint governance, which is conducive to improving the decision-making of the mixed ownership vocational colleges and universities. It is advantageous to strengthen the supervision of the mixed ownership vocational colleges and ensure the public welfare of the mixed ownership vocational colleges. In order to reform the president responsibility system under the leadership of the board of directors, the mixed ownership vocational colleges should perfect the board of directors system, perfect the supervisory board system, and handle the relationship between the party committee and the board of directors, the representative meeting and the board of directors, the trade union and the president.
