我國政府對高等職業(yè)教育財政投入研究

【摘要】:我國高等職業(yè)教育在過去十年時間里取得了較大進(jìn)步,但是各級政府對高等職業(yè)教育經(jīng)費(fèi)投入不足的問題,仍然是制約我國高等職業(yè)教育發(fā)展的“瓶頸”。本文首先對高等職業(yè)教育財政性投入的相關(guān)文獻(xiàn)進(jìn)行了研究,主要研究了我國政府對高等職業(yè)院校投入不足的歷史原因、高等職業(yè)院校投資主體以及國外高等職業(yè)院校財政投入等幾個方面。通過以往研究成果的綜述,發(fā)現(xiàn)我國高等職業(yè)教育財政投入的研究在理論和實(shí)證方面都有待進(jìn)一步深化。 本研究在理論上對高等職業(yè)院校投入做了新的探索。將同屬于準(zhǔn)公共產(chǎn)品的高等職業(yè)教育與普通高等教育的產(chǎn)品屬性進(jìn)行比較,得出高等職業(yè)教育的產(chǎn)品屬性比普通高等教育更加接近于公共產(chǎn)品。為扭轉(zhuǎn)政府對高等職業(yè)教育的經(jīng)費(fèi)投入遠(yuǎn)遠(yuǎn)不如普通高等教育的局面,提供理論支持。通過選擇公共產(chǎn)品理論視角,豐富了高等職業(yè)教育理論研究的內(nèi)涵。 文章通過國際比較的視野,主要考察美國與澳大利亞的高等職業(yè)院校的經(jīng)費(fèi)投入情況,這兩個國家的高等職業(yè)教育能夠取得巨大成功與各級政府在經(jīng)費(fèi)上的大力支持是分不開的,為我國各級政府加大對高等職業(yè)院校經(jīng)費(fèi)投入提供了有益的借鑒。通過對高等職業(yè)院校財政投入水平縱向?qū)Ρ妊芯?論證各級政府加大對高等職業(yè)院校投入的必要性。 最后對我國高等職業(yè)教育財政投入提出政策建議:建立和完善高等職業(yè)教育投入的相關(guān)法規(guī);提高高等職業(yè)教育生均經(jīng)費(fèi)標(biāo)準(zhǔn);明確中央政府和地方政府對高等職業(yè)教育投入的比例等。
[Abstract]:China's higher vocational education has made great progress in the past ten years, but the insufficient investment of government funds in higher vocational education at all levels is still the "bottleneck" that restricts the development of higher vocational education in China. Firstly, this paper studies the relevant documents of financial investment in higher vocational education, and mainly studies the historical reasons why the government has not invested enough in higher vocational colleges and universities. The investment subject of higher vocational colleges and the financial investment of foreign higher vocational colleges are several aspects. Through the summary of the previous research results, it is found that the research on the financial input of higher vocational education in China needs to be further deepened in both theoretical and empirical aspects. This research has made a new exploration to the investment of higher vocational colleges in theory. By comparing the product attributes of higher vocational education with that of general higher education, it is concluded that the product attribute of higher vocational education is closer to public goods than that of general higher education. In order to reverse the government's investment in higher vocational education is far less than the situation of ordinary higher education, provide theoretical support. It enriches the connotation of the theoretical research of higher vocational education by choosing the perspective of public product theory. From the perspective of international comparison, the article mainly examines the investment situation of higher vocational colleges in the United States and Australia. The great success of higher vocational education in these two countries can not be separated from the strong support of the governments at all levels in terms of funds, which provides a useful reference for our governments at all levels to increase the investment in the funds of higher vocational colleges and universities. Through the longitudinal comparative study on the level of financial investment in higher vocational colleges, the necessity of governments at all levels to increase investment in higher vocational colleges is demonstrated. Finally, the paper puts forward some policy suggestions on the financial input of higher vocational education in China: establishing and perfecting the relevant laws and regulations of the investment in higher vocational education, raising the standard of average expenditure of students in higher vocational education; Make clear the proportion of central government and local government investment in higher vocational education and so on.
