我國高職院校社會評價(jià)制度研究

【摘要】:教育質(zhì)量是高職院校的生存之本,近年來質(zhì)量評價(jià)研究也逐漸受到學(xué)者的關(guān)注。評價(jià)是提升高職院校辦學(xué)質(zhì)量的重要手段和途徑,是保障高等職業(yè)教育質(zhì)量的一項(xiàng)基礎(chǔ)性工作,對于調(diào)整教育體系、提高教育質(zhì)量和辦學(xué)效益、發(fā)展高職教育事業(yè)具有十分重要的意義。《國務(wù)院關(guān)于加快發(fā)展現(xiàn)代職業(yè)教育的決定》等相關(guān)政策的出臺為高職院校社會評價(jià)制度的建立提供了政策依據(jù)。本文選取我國高職院校為研究對象,運(yùn)用文獻(xiàn)研究法,問卷調(diào)查法,實(shí)地考察法,比較分析法等方法分析了高職院校社會評價(jià)制度的內(nèi)涵、現(xiàn)狀、成因及對策方面的內(nèi)容。運(yùn)用社會評價(jià)論和經(jīng)濟(jì)學(xué)利益相關(guān)者理論,闡述了高職院校社會評價(jià)制度產(chǎn)生的理論依據(jù),從內(nèi)部動力與外部動力兩方面解釋了其產(chǎn)生的原因。同時(shí)介紹西方國家高職教育評價(jià)模式,以及其社會評價(jià)機(jī)構(gòu)的興起、發(fā)展和運(yùn)作過程,對其經(jīng)驗(yàn)進(jìn)行總結(jié)。運(yùn)用問卷調(diào)查法對高職院校社會評價(jià)制度發(fā)展現(xiàn)狀和企業(yè)對高職教育質(zhì)量滿意度進(jìn)行調(diào)查,利用計(jì)算機(jī)統(tǒng)計(jì)類軟件分析調(diào)研數(shù)據(jù),使評價(jià)信息的結(jié)果具有更高的可信度,同時(shí)節(jié)約評價(jià)成本,完善了教育質(zhì)量評價(jià)體系。調(diào)查結(jié)果發(fā)現(xiàn),當(dāng)前我國高職院校院實(shí)行的評價(jià)制度存在一定問題,企業(yè)用人單位對高職院校培養(yǎng)人才滿意度不高,評價(jià)指標(biāo)體系存在的問題,評估內(nèi)容之間缺乏整體優(yōu)化性,缺乏職教特色,評價(jià)主體過于單一等。究其原因是因?yàn)槲覈呗毥逃u價(jià)制度不健全,制度設(shè)計(jì)缺乏合理性,評價(jià)過程缺乏監(jiān)督,導(dǎo)致評價(jià)結(jié)果的公正性出現(xiàn)偏差。針對現(xiàn)階段我國高職評價(jià)出現(xiàn)的問題,提出以下改進(jìn)策略。第一,完善法律制度建設(shè),加強(qiáng)立法為社會評價(jià)提供法律保障和約束;第二,政府部門簡政放權(quán),通過財(cái)政撥款為社會評價(jià)提供資助,幫助社會評價(jià)機(jī)構(gòu)進(jìn)行人員培訓(xùn);第三,不斷完善評價(jià)指標(biāo),設(shè)置體現(xiàn)職業(yè)性與前瞻性,同時(shí)運(yùn)用大數(shù)據(jù),互聯(lián)網(wǎng)+,數(shù)據(jù)挖掘等方法創(chuàng)新評價(jià)方法;第四,重視專家隊(duì)伍建設(shè),加強(qiáng)教育評價(jià)社會中介組織建設(shè)等;第五,建立有效監(jiān)督機(jī)制,增加評價(jià)過程法透明度;建立網(wǎng)絡(luò)公示平臺,公布科學(xué)高職排行榜等。以期對完善健全我國高職教育評價(jià)體系有所裨益。
[Abstract]:The quality of education is the basis for the survival of higher vocational colleges. In recent years, the research on quality evaluation has gradually attracted the attention of scholars. Evaluation is an important means and way to improve the quality of higher vocational schools. It is a basic work to ensure the quality of higher vocational education. It is also a basic work to ensure the quality of higher vocational education. It also develops higher vocational education for the adjustment of the educational system, the improvement of the quality of education and the benefit of running a school. It is of great significance for the development of education. The relevant policies, such as the decision of the State Council on accelerating the development of modern vocational education, have provided the policy basis for the establishment of the social evaluation system in higher vocational colleges. This article selects the higher vocational colleges as the research object, using the literature research method, the questionnaire survey method, the field investigation method, the comparative analysis method and so on. Methods the connotation, status, causes and Countermeasures of the social evaluation system in higher vocational colleges were analyzed. The theoretical basis of the social evaluation system in higher vocational colleges was expounded by using the social evaluation theory and the theory of economic stakeholder. The reasons were explained from the two sides of internal power and external power. The evaluation model of home higher vocational education, as well as the rise, development and operation of its social evaluation institution, summarizes its experience, and investigates the status of the development of the social evaluation system in Higher Vocational Colleges and the satisfaction of the enterprises on the quality of higher vocational education by using the questionnaire survey method, and analyses the data by using the computer statistics software to make the evaluation information. The results have higher credibility, at the same time save the cost of evaluation and improve the evaluation system of education quality. The result of the survey found that there are some problems in the evaluation system practiced by higher vocational colleges in our country at present. The reason is that the evaluation system of higher vocational education is not sound, the system design is not reasonable, the evaluation process is lack of supervision, and the impartiality of evaluation results is deviant. The following improvement strategies are put forward to the problems of higher vocational evaluation in China at present. The first, Perfecting the legal system construction, strengthen the legislation to provide legal protection and social constraint evaluation; second, decentralization of government funding for social evaluation, through funding, help social evaluation institutions and personnel training; third, improving the evaluation index set, reflect the occupation and forward-looking, at the same time, the use of big data, Internet plus Fourth, pay attention to the construction of expert team, strengthen the construction of educational evaluation social intermediary organizations, and so on. Fifth, establish an effective supervision mechanism, increase the transparency of the evaluation process law, establish a network public platform and publish the ranking list of scientific higher vocational education, in order to improve the evaluation system of Higher Vocational Education in our country.
