中等和高等職業(yè)教育協(xié)調(diào)發(fā)展中的專業(yè)銜接研究

【摘要】:《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》提出“到2020年,形成適應(yīng)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整要求、體現(xiàn)終身教育理念、中等和高等職業(yè)教育協(xié)調(diào)發(fā)展的現(xiàn)代職業(yè)教育體系!2011年教育部出臺(tái)《教育部關(guān)于推進(jìn)中等和高等職業(yè)教育協(xié)調(diào)發(fā)展的指導(dǎo)意見(jiàn)》,提出了中高等職業(yè)教育培養(yǎng)目標(biāo)、專業(yè)、課程、教育資源、教學(xué)過(guò)程、招生考試、評(píng)價(jià)模式、行業(yè)指導(dǎo)和集團(tuán)化辦學(xué)等十個(gè)方面的銜接?v觀十個(gè)方面的銜接,中高等職業(yè)教育專業(yè)銜接是中高等職業(yè)教育“十個(gè)銜接”的基礎(chǔ),引領(lǐng)中高等職業(yè)教育銜接。 本文對(duì)中高等職業(yè)教育專業(yè)設(shè)置與銜接的歷史進(jìn)行回顧,提出逐步完善的中高等職業(yè)教育專業(yè)目錄,是中高等職業(yè)教育專業(yè)銜接的制度基礎(chǔ)和框架工具。 本文對(duì)現(xiàn)行的中高等職業(yè)教育專業(yè)目錄進(jìn)行了專業(yè)銜接狀態(tài)的分析,發(fā)現(xiàn)中高職目錄分類以產(chǎn)業(yè)與職業(yè)特性為基礎(chǔ)、專業(yè)大類相似度高、繼續(xù)學(xué)習(xí)專業(yè)舉例可作為中高職銜接專業(yè)的參考。認(rèn)為在指導(dǎo)中高等職業(yè)教育專業(yè)銜接方面,現(xiàn)行的中高等職業(yè)教育專業(yè)目錄具有可行性、規(guī)范性和可操作性。 本文對(duì)中高等職業(yè)教育銜接模式進(jìn)行探討,針對(duì)不同銜接模式案例,提出中高等職業(yè)教育專業(yè)銜接的六個(gè)要素,即社會(huì)發(fā)展、學(xué)生發(fā)展、職業(yè)能力、課程設(shè)置、專業(yè)目錄以及其他相關(guān)因素,為中高等職業(yè)教育不同專業(yè)的銜接提供相應(yīng)的模式建議,,同時(shí)為不同銜接模式的專業(yè)銜接有效性提供評(píng)價(jià)參考。 基于上述分析,本文提出要進(jìn)一步明確中等和高等職業(yè)教育定位、加快中高等職業(yè)教育銜接專業(yè)目錄的編制、完善職業(yè)資格證書(shū)制度、做好中高等職業(yè)教育專業(yè)銜接的區(qū)域布局規(guī)劃、嚴(yán)格銜接模式試點(diǎn)專業(yè)的論證審核等建議,為中高等職業(yè)教育專業(yè)銜接提供保障。 本文提出的中高等職業(yè)教育專業(yè)銜接重要性問(wèn)題以及與專業(yè)銜接相關(guān)的中高等職業(yè)教育銜接模式,是中高等職業(yè)教育協(xié)調(diào)發(fā)展的基本路徑之一,對(duì)于新時(shí)期職業(yè)教育由規(guī)模發(fā)展轉(zhuǎn)向現(xiàn)代職業(yè)教育體系建設(shè)的理論和實(shí)踐探索具有一定借鑒意義。
[Abstract]:The outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020 puts forward that "by 2020, the concept of life-long education will be formed and adapted to the changing mode of economic development and the adjustment of industrial structure," The Ministry of Education issued the guidelines on promoting the coordinated Development of Secondary and higher Vocational Education in 2011, and put forward the training goals of secondary and higher vocational education. Curriculum, educational resources, teaching process, entrance examination, evaluation model, industry guidance and group running school. Looking at the convergence of ten aspects, the professional convergence of secondary and higher vocational education is the basis of the "ten links" of secondary and higher vocational education, leading to the convergence of secondary and higher vocational education. This paper reviews the history of setting up and linking up the major of secondary and higher vocational education, and puts forward that the catalogue of specialty of secondary and higher vocational education is the institutional foundation and frame tool of the professional convergence of secondary and higher vocational education. In this paper, the author analyzes the current professional catalogue of secondary and higher vocational education, and finds out that the classification of middle and higher vocational education is based on the characteristics of industry and occupation, and the similarity of major categories is high. Continuing to study major examples can be used as a reference for middle and higher vocational convergence major. It is concluded that the current catalogue of secondary and higher vocational education majors is feasible, normative and operable in guiding the convergence of secondary and higher vocational education majors. This paper probes into the linking mode of secondary and higher vocational education, and puts forward six elements of professional cohesion of secondary and higher vocational education, that is, social development, students' development, vocational ability, curriculum design, and so on. The catalogue of specialties and other relevant factors provide corresponding suggestions for the convergence of different specialties in secondary and higher vocational education, and also provide an evaluation reference for the effectiveness of professional cohesion in different modes of convergence. Based on the above analysis, this paper suggests that we should further clarify the orientation of secondary and higher vocational education, accelerate the compilation of the catalogue of linking specialties in secondary and higher vocational education, and perfect the vocational qualification certificate system. In order to provide guarantee for professional convergence of secondary and higher vocational education, the regional layout planning of professional convergence of secondary and higher vocational education should be done well, and the demonstration and examination of pilot specialty of linking mode should be strictly enforced. In this paper, the importance of professional cohesion in secondary and higher vocational education, as well as the linking mode of secondary and higher vocational education related to professional convergence, is one of the basic paths for the coordinated development of secondary and higher vocational education. It has certain reference significance for the theory and practice exploration of vocational education from scale development to modern vocational education system construction in the new period.
